Business Analyst

Job Title: Business Analyst (Advanced) – Identity & Access Management (SailPoint IIQ) Position Summary The Florida Department of Transportation (FDOT) is seeking an experienced Business Analyst (Advanced) to support Identity and Access Management (IAM) initiatives focused on SailPoint IdentityIQ (IIQ) application onboarding and automated provisioning. The consultant will collaborate with business units, application owners, developers, and technical analysts to gather requirements, document business processes, facilitate stakeholder workshops, and ensure successful integration of enterprise applications into the SailPoint IIQ platform. This role requires strong experience in business analysis, IAM concepts, compliance documentation, UAT coordination, backlog management, and translating business requirements into technical specifications. Required Qualifications Bachelor's or Master's degree in Business Administration, Information Systems, Communications, or related field (or equivalent experience). 3–5+ years of Business Analysis/System Analysis experience. Experience working on software development projects. Strong knowledge of: Business Requirements Gathering Process Modeling (As-Is/To-Be) Requirements Documentation UAT Gap Analysis Stakeholder Management Strong understanding of Identity & Access Management (IAM): SailPoint IdentityIQ (IIQ) Entitlements Target Aggregations Certification Campaigns Attribute Mapping Experience with: Microsoft Excel Word PowerPoint Teams SharePoint Microsoft Project Excellent verbal and written communication skills. Preferred Qualifications SailPoint IdentityIQ (IIQ) Microsoft Power BI ServiceNow Public Sector experience ERP Transformation projects Change Management Release Management Certified Business Analysis Professional (CBAP) PMP Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5 Responsibilities Gather and analyze business requirements. Conduct stakeholder interviews and discovery workshops. Document As-Is and To-Be business processes. Support SailPoint IdentityIQ application onboarding. Define Provisioning Policies and Attribute Mapping requirements. Document application ownership, entitlements, lifecycle events, and provisioning workflows. Coordinate User Acceptance Testing (UAT). Develop test scenarios and acceptance criteria. Maintain requirements backlog and prioritize user stories. Perform impact analysis and risk assessments. Produce compliance and audit documentation. Coordinate with developers and technical analysts. Facilitate meetings with business and technical stakeholders. Produce process flow diagrams using SmartDraw or Visio.
