HR Specialist IV (Time & Leave Specialist)

Performs complex Human Resources work. Work involves processing personnel actions, leave administration, and the development and analysis of human resources related reports for the Texas Higher Education Coordinating Board (THECB) in the Centralized Accounting and Payroll/Personnel System (CAPPS). Serves as the agency's FMLA Coordinator. Work requires reviewing, preparing, and maintaining confidential information. Work is performed under limited supervision with moderate latitude in the use of initiative and independent judgment. This position reports to the Director of Human Resources. General Duties and Responsibilities Serves as the agency's Time and Labor Specialist in CAPPS HR/Payroll Serves as the agency's coordinator for Family Medical Leave Act (FMLA), and the return-to-work program Process payroll/personnel actions data entry for all employees in the agency in a timely manner Processes and monitors all aspects of leave including but not limited to FMLA, Sick Leave Pool, and Donated Sick Leave and Leave Solicitation Works with Human Resources data systems Updates and maintains all agency and state required reports Collects and maintains employee's prior state service records. Responds to requests for employment verifications Will present the Time and Leave information to new hires at new employee orientation, presentations at annual enrollment and may assist with other training sessions Oversees, updates, and maintains employee's personnel files Coordinates the employee exit process and Provides information on state SAO exit surveys Participates in the development of/revision to personnel policies, procedures, and related documents in the assigned areas Ensures compliance with relevant federal and state laws and statutes Performs routine records maintenance Performs annual agency role over actions Provides back-up and assistance to other human resources staff and programs, shares the duty of answering main telephone lines, and ensures continuity of human resources services during staff absences and peak periods May update databases and prepare ad-hoc reports Performs other duties as assigned Required In-Office Day This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework. Specific in-office days may be determined by the department to meet business need. Required Minimum Education and Experience Bachelor's degree from an accredited college or university. Three years of recent, progressively responsible, human resources experience. Six additional months of full-time work experience may substitute for 15 semester hours of required education, up to four years. Preferred Bachelor's degree from an accredited college or university with major coursework in human resources management, business, public administration, organizational development or related field. Experience using CAPPS HR/Payroll or HRIS systems. Experience working with State of Texas ERS benefits program (G BP). Experience working in a government setting. Professional Human Resources certificate. Knowledge, Skills, and Abilities Knowledge of all state and federal laws and regulations governing human resources practices. Knowledge of the principles and practices of human resources. Knowledge of programs such as benefits, retirement, FMLA, worker's compensation and the laws regulating the activities. Skills in the use of excel spreadsheet to track, collect, and analyzing data. Skill in planning, organizing, and prioritizing assignments and tasks. Skill in using personal computers, general office software, human resources related software, and databases. Ability to exercise sound judgment and discretion in all work-related situations. Ability to read, interpret and correctly apply federal and state human resources statutes. Ability to effectively communicate orally and in writing. Ability to successfully manage multiple projects concurrently. Ability to maintain strict confidentiality of personnel records and all human resources related information. Ability to work under pressure and successfully meet objectives and deadlines. Ability to consistently make good use of time and also be considerate of co-workers time. Ability to establish and maintain effective working relationships both internally and externally. Physical Requirements and/or Working Conditions Work is performed in a standard office environment and requires: Regular, reliable, and punctual attendance at work. Frequent use of personal computer, copiers, printers and telephone. Frequently works under deadlines, as a team member, and in direct contact with others. Other Must be able to: Demonstrate knowledge of customer service deliverables. Show flexibility and adaptability toward changes in assignments and work schedules; and work extended hours as necessary. Adhere to the organization's internal management policies and procedures. Contribute to the agency's performance measures and mission. Salary for this position will be commensurate with experience and qualifications.
