Program Director

What You'll Do As Program Director, under the direction of the Executive Director, you will provide overall leadership, management, and accountability for the OASAS‑funded FORGE program, a technical assistance program that supports Vocational Rehabilitation Counselors in delivering job opportunities and support for people recovering from substance use disorder. Responsibilities Lead implementation of the OASAS‑funded initiative from start‑up through closeout, including work‑plan execution and milestone tracking. Supervise program staff and maintain clear accountability for service quality, documentation, and contract deliverables. Coordinate internal departments, referral partners, subcontractors, and employer partners to support effective service delivery. Monitor outputs, outcomes, and performance targets; review reports, dashboards, and corrective action plans as needed. Support budget management in coordination with fiscal staff to ensure spending aligns with approved program activities. Represent the program in meetings with OASAS and external stakeholders and address operational barriers through continuous improvement. Qualifications Bachelor's degree (required); Master's degree preferred in human services, social work, public health, counseling, rehabilitation, public administration, or a related field. At least five years of progressively responsible program management experience. Experience managing workforce, rehabilitation, behavioral health, reentry, or human services programs strongly preferred. Experience with government grants or contracts and staff supervision (preferred). Strong project management, reporting, and stakeholder coordination skills. Knowledge of recovery‑oriented, trauma‑informed, and participant‑centered service delivery. Ability to manage multiple priorities and deadlines while maintaining high‑quality written documentation. Proficiency with Microsoft Office and program data systems. Ability to work effectively with diverse populations, including individuals with significant barriers to employment.
