Supervisory Human Resources Specialist

Job Summary This position is in the District of Columbia, Department of For Hire Vehicles (DFHV), Office of Human Resources. The mission of the Department of For-Hire Vehicles (DFHV) is to protect the public interest by regulating the vehicle-for-hire industry to allow the residents and visitors of the District of Columbia to have safe, affordable, and accessible transportation options. The incumbent serves as a Supervisory Human Resources Specialist responsible for providing leadership, administrative oversight and supervision in planning, organizing, developing, directing, and implementing the operations of the DFHV human resources recruitment, payroll, data analytics, and compliance units for DFHV. Duties And Responsibilities The incumbent will participate as a member of the agency's management team focusing on human resources and related administrative inquiries/issues. Works with agency leadership in human resource strategic planning. Works with the Office of the Chief Financial Officer (OCFO) in the identification, distribution, allocation and control of FTEs throughout the agency. Establishes a viable agency position control system to maximize available manpower allocation and plan for unique human resource needs. May work with OCFO in agency personnel budget preparation and changes regarding existing personnel costs and new position changes in positions. Counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency. Renders decisions in the interpretation of the human resources regulations to agency management and employees. Recommends human resource policy or operations changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved. Qualifications And Education Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Other Significant Facts Tour of Duty: 8:15 AM-4:45 PM Pay Plan, Series and Grade: MS-201-14 Promotion Potential: No known promotion potential Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement. Position Designation: This position is designated as security-sensitive, under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
