New Beginnings Recovery Home Project ManagerThe goal of the New Beginnings Recovery Home Project is to provide comprehensive, coordinated, and evidence-based treatment and services for American Indian / Alaska Native (AI/AN) individuals, including those with substance abuse and co-occurring mental health conditions, who are experiencing homelessness resulting in reduce substance abuse, to improve housing stability. New Beginnings will pay particular attention to meeting the disparate needs of the LGBTQIA population.This position is responsible for the day-to-day operations of the project, performing general management functions including project planning & development, personnel management, and assisting with or performing budgeting and procurement of funds management. This position is responsible for ensuring the administration and coordination of new licensing and opening of the Recovery Home.Job duties include:Facilitating quarterly meetings with local housing providers and homeless organizations focusing on housing for the homeless.Maintaining a list of housing options with enrollment requirements and updating it semi-annually for staff reference.Implementing activities that secure licensing for the Recovery Home to bring about the opening of the home by month six (6).Ensuring families are enrolled in the HUD Continuum of Care (CoC) to identify sustainable permanent housing.Conducting follow-up with Evaluator and Trainer to ensure potential fidelity corrections to Evidence Based Practices (EBP) are timely implemented.Advocating in the Fairbanks community on behalf of homeless individuals.Monitoring Substance Abuse and Mental Health Services Administration’s (SAMHSA) reports to improve the project processes and make SAMHSA Project Officer-approved adjustments.Using evaluation data to enhance services, improve quality, and track performance targets ensuring project targets are met.Ensuring all reports are completed and submitted as required.Verifying screening, assessment, diagnostic, evaluation services, crisis emergency services, family services, and respite care have been provided to consumers.Developing an Annual Sustainability Plan in coordination with the BHCC.Overseeing and making recommendations for the training of service providers.Ensuring all grant requirements are met by overseeing contract deliverables with responsibility for achieving project goals and objectives.Overseeing daily operations of project duties, goals, and objectives on time.Supervising staff following FNA and BHS Policy and Procedure Manuals.Supervising the project to ensure all services are providing culturally appropriate, trauma-informed care and are guided by evidence-based practices.Monitoring project budget.Ensuring performance improvement and quality management by participating in continuous quality improvement and data-driven decision-making processes to assess program efficacy and drive quality improvements.Ensuring adherence to data collection requirements.Implementing project services on time.Developing continuation grants.Developing all grant reports per the Administration for Native Americans (ANA) requirements and submitting them to program management before submission to the granting agency.Meeting with the Project Evaluator quarterly while overseeing quality assurance.Acting as Point of Contact for SAMHSA GPO.Attending ANA grantee meetings.Performing other job-related duties as assigned.Necessary knowledge, skills, and ability include:Ability to report to work on time.Above average skills in operating/using computers and using Windows, Word, and Excel with the ability to accurately input information into reporting formats.Above average communication and people skills with the ability to accurately follow written and verbal instructions.Knowledge of how to best assist possible escalated individuals during the data collection process.Strong understanding and sensitivity to diverse cultures and lifestyles, with demonstrated experience working effectively with Alaska Native populations.Ability to protect confidentiality is essential; must be HIPAA & 42 CFR compliant.Knowledge and ability to interpret/understand billing procedures.Skill in managing multiple priorities and tasks concurrently and meeting their deadlines.Skill in establishing and maintaining cooperative working relationships with other employees.Ability to work independently as well as with teams.Minimum Qualifications (Education & Experience)Bachelor’s degree in behavioral health or related field.One (1) year of experience involving program/project management.One (1) year of experience working in behavioral health.Two (2) years of experience working with AN/AI population and experience providing culturally specific services.A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.Preferred Qualifications (Education & Experience)Master’s degree in behavioral health or related field.Experience working with veterans.
