Archivist

National Archives and Records Administration

Summary This position is part of the National Archives and Records Administration, Digitization Division. The incumbent serves in an organizational unit within one of the program offices under the Chief Operating Officer, protecting records and ensuring their proper storage, conservation, and reproduction; application of restrictions on records; and creating substantial descriptive products intended to enable discovery and use of records. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Archivist, you will: Coordinate digitization efforts of archival holdings for public access and permanent retention following broad NARA guidance and procedures. Prepare records for digitization. Assignments include assessing and preparing textual and microform holdings for scanning using the full spectrum of available technology. Identify, capture, and document metadata; including interpreting complex descriptive standards and assisting others in applying them. Perform quality control of digital surrogates; and prepare digital surrogates for upload to approved storage and to the National Archives Catalog. Cooperate with preservation and conservation staff to establish priorities and recommend appropriate treatment solutions in accordance guideline. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Physical Demands: Physical demands may include climbing caster-equipped ladders, maneuvering on catwalks, moving heavy carts of records, and handling boxes of records stored up to 15 feet above the floor and typically weighing 50 pounds, occasionally more. The work may also demand considerable periods of maintaining a stationary position, moving, or otherwise positioning oneself to access objects, equipment, or records located in high and low places. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or warehouse, e.g., use of safe working practices with office equipment, avoidance of trips and falls, observance of fire regulations. The work area is adequately lighted, heated and ventilated. Incumbent will be handling some aged records that are dusty and fragile. Some work is done in materials storage areas, processing areas, and research rooms. Key Requirements: Please refer to "Conditions of Employment." Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: To be qualified for this position at the GS-9 level, you must have at least one year of specialized experience equivalent to the GS-7 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Experience researching and reporting on archival records. AND Reading, interpreting and explaining policies, manuals, procedures, and/or statutes. AND Performing archival functions, such as monitoring, researching, or managing documents. OR 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. OR You may qualify by a combination of experience and education. Only education in excess of the first 18 semester hours (i.e., beyond the first year) of graduate education is creditable towards the combination. NOTE: All education must be in related field of the position to be filled. Specialized Experience: To be qualified for this position at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-5 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Reading and interpreting policies, procedures, and/or manuals; AND Communicating and assisting with various audiences; AND Performing archival functions, such as monitoring, researching, or managing documents. OR 1 year of graduate-level education or superior academic achievement. OR You may qualify by a combination of experience and education. Only education in excess of the Bachelor's degree is creditable towards the combination. NOTE: All education must be in a related field of the position to be filled. In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade: For the GS-09, you must have been at the GS-07 level for 52 weeks. Time-in-Grade: For the GS-07, you must have been at the GS-05 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education Individual Occupational Requirement: Basic requirements for all grades: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government; OR Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
