Supervisory Program Analyst

Summary This position is in the Office of Enforcement and Compliance Assurance (OECA), Office of Site Remediation Enforcement, Regional Analytics Division, Program Evaluation and Training Branch. About: OECA This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Responsibilities You will: Provide authoritative administrative, analytical, and program planning expertise for all division activities to identify and communicate national cleanup enforcement trends, ensure the effectiveness of program strategies, and deliver annual training and support to stakeholders. Exercise a full range of supervisory personnel management responsibilities over subordinate staff and effect successful workflow, performance, and employee development. Lead policy, operational, and strategic functions of the Program Evaluation and Training Branch (PETB), supporting implementation of cleanup enforcement program goals and objectives. Plan and develop multi-year budget proposals, schedules, justifications, and work plans to address resource, contract, staffing, and compliance needs. Oversee and direct staff with contract responsibility and guarantee Agency contract management policies, ethics, and Federal regulations are followed. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period. Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership competencies and meet the agency's goal of providing new leaders with the tools needed for success. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as advising senior officials on resource management issues; serving as an expert in training, program evaluation, work planning, contract management, and/or performance measures; and overseeing or leading the daily activities of a team or staff members.
