Location: Primarily Remote (May be required to report to BHSR headquarters in Harrisburg, PA periodically for training or meetings) I. Objective & Role Summary

The primary objective of this engagement is to provide supplemental support to the Bureau regarding the adoption of electronic reporting by licensed healthcare providers. The Contractor will serve as the lead for the Electronic Death Registration System (EDRS) Adoption team under the guidance of the Quality Assistance Team (QAT) supervisor. The team will assist external stakeholders (physicians, nurses, and healthcare facilities) with EDRS onboarding, establishing credentials, and incorporating EDRS into facility workflows to report all deaths electronically.

• Team Management: Provide direction on daily assignments, prioritize team workload, and assist in tailoring outreach based on current EDRS adoption rates.
• Stakeholder Support & Troubleshooting: Engage with subject matter experts (SMEs) to verify Single Sign-On (SSO) application functionality. Provide direct support for password management, account troubleshooting, and process workflow.
• Issue Escalation: Identify and escalate common issues, adoption barriers, application defects, and stakeholder concerns to the QAT and Business Workflow (BW) units.
• Training Development: Develop training documents and other support tools for external stakeholders.
• Reporting & Administration: Meet routinely (weekly or biweekly) with the QAT supervisor and BHSR director for status updates. Complete weekly timesheets (PeopleFluent/VectorVMS) and personal status reports on SharePoint.

• Perform outreach to facilities to understand reporting workflows and recommend strategies to support electronic reporting.
• Assist in the analysis and management of facility setup in the PA Vital Records Management System (PAVRMS).
• Help external stakeholders establish, recover, and link SSO credentials to their PAVRMS accounts.
• Provide telephonic and email support, referring users to available technical and training resources.

• Business Analysis / Support Experience: Minimum of 4 years in the IT industry focusing on business analysis, customer service, and/or end-user support.
• Training Material Creation: Proven experience in the development of training documents.
• Software Proficiency: Strong Microsoft Office skills.
• Communication: Clear verbal and written communication, strong interpersonal skills, and a strong customer service orientation capable of translating business requirements to end-users.

• History of successful training or technical support delivery for professional audiences.

• Primarily telework; Contractor is responsible for network connectivity and home office space.
• PADOH will supply a laptop, software (including Microsoft Teams), and a Genesys license for phone use.
• Office space provided when required to report to the Harrisburg HQ (parking is not provided).
