Business Analyst

This position is located in the Administrative Services Division - Business, Analytics, Records, and Training - Support Services Section in Oklahoma City.

All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorship for those on a H1B visa. This position requires in-office work Monday - Friday. There is no remote work allowed.

Basic Purpose

The Business Analyst analyzes, interprets, and documents business processes, services, and system interactions to support organizational clarity and improvement. This role focuses on increasing operational efficiency by bridging business needs with technical solutions, ensuring stakeholders have accurate, actionable information. The position also monitors resource involvement across projects and performs selected project-management activities to support successful delivery.

Typical Functions

• Coordinates Accounts Receivable, Billing, Salesforce, and OnBase initiatives within Administrative Services to ensure all activities meet documented business expectations and project requirements. May expand to support additional programs or systems as Agency needs evolve.
• Creates, maintains, and updates the Agency's Microsoft Project schedule to accurately book Application and Development team time, preventing double-booking and ensuring balanced resource allocation.
• Monitors workload distribution and flags conflicts, capacity issues, or scheduling risks.
• Documents current-state workflows, identify inefficiencies, bottlenecks, and opportunities for automation or improvement.
• Schedules and/or participate in the organization and leadership of project-related meetings and work groups. Sets agendas in advance, identifies action items, and compiles and distributes meeting recaps.
• Works closely with internal divisions and external vendors to ensure all project activities remain on schedule and aligned with agreed timelines.
• Serves as the liaison between DEQ teams and vendors, ensuring communication is clear, timely, and documented.
• Identify and communicate effectively with key stakeholders.
• Confirms vendors are meeting contractual obligations, delivering agreed-upon work, and adhering to DEQ rules, statutes, policies, and processes.
• Tracks vendor progress and escalate delays, risks, or non-compliance issues to leadership when necessary.
• Reviews and validates all vendor-submitted documents, ensuring accuracy, completeness, and alignment with project requirements.
• Verifies that milestones are not paid until all associated deliverables are submitted, reviewed and accepted.
• Ensures information gathered by the vendor is correct, current, and properly documented.
• Analyzes incoming information, identifies inconsistencies or gaps, and performs follow-up with vendors or internal teams to resolve issues.
• Analyze business processes and the business systems that drive them.
• Tracks outstanding questions, risks, and dependencies, ensuring they are addressed promptly.
• Assists with communication plans, training materials, and rollout strategies.
• Performs selected project-management functions for projects of appropriate size and scope.
• Prepares for and facilitates standing project status meetings with assigned Agency divisions.
• Owns or assists with preparation of project-related documentation (training materials, process maps, user guides, etc.)
• Works closely with assigned business unit team(s) to elicit, translate, and distill business vision into clear business requirements. Compiles information in a format meaningful to both business stakeholders and software development.
• Supports User Acceptance Testing by preparing test scenarios, coordinating stakeholder participation, clarifying requirements, and validating deliverables against documented expectations.
• Apply principles of public administration, process improvement, Lean, and change management.
• Demonstrates ability to analyze complex organizational problems and recommend practical, cost-effective solutions

Travel Requirements

• Certifications and Conferences yearly.

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree and one (1) year of level experience in business or public administration, data science, data analysis, or similar experience; or an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.

• State agency experience

Physical Requirements

• Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
