The position is located within the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Finance (OF), Budget Directorate.

Typical Duties include:

• Assisting with implementing, coordinating, and overseeing program activities, including developing and evaluating policies, recommending program goals, and proposing actions to achieve organizational objectives.
• Contributing to the development, evaluation, and refinement of programs, providing recommendations for strategic improvements to enhance financial performance and organizational effectiveness.
• Analyzing and implements financial and program-related activities to ensure alignment with Budget Directorate objectives, identifying opportunities for process improvement and cost-effective solutions, and resolving complex workforce issues.
• Planning, developing, and coordinating management activities through briefings, presentations, and conferences; reviews and maintains planning and control documents; and supports performance reporting to ensure timely and accurate information for OF management.
• Assisting with developing and evaluating communication strategies and materials to engage internal and external stakeholders, anticipates communication needs, and prepares products such as email broadcasts, talking points, and reports to support Budget Directorate initiatives.

This position starts at a salary of $102,415.00 (GS-12, Step 1) to $133,142.00 (GS-12, Step 10) with promotion potential to $133,142 (GS-12 Step 10).

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Assisting assigned units with preparation of funding and budget documents.
• Preparing reports and analyses to be presented during quarterly reviews of assigned organizational units' annual financial plan and budget execution plan
• Participating on source selection teams and task groups or independently conducting special studies or projects
• Preparing reports and briefings to keep managers advised of project plans and progress and communicating findings and recommendations.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/10/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
