Job Duties:

The City of Virginia Beach Department of Public Utilities has an exciting opportunity in our Business Division's Line Fees workgroup as an Utility Account Representative . The Public Utilities Business Division services over 135,000 accounts representing a population of more than 450,000 Virginia Beach citizens.

The Line Fees workgroup is specifically responsible for calculating and collecting water and sewer connections fees and other utility related fees when properties initially connect to the City's water and/or sewer systems. This team works with engineers, developers, builders, contractors, home/business owners, and other City agencies to determine appropriate fees for new construction, as well as to add, remove, or relocate plumbing fixtures in residential, commercial, and multi-family properties completing renovations or additions. The Line Fees workgroup is also responsible for conducting total plumbing fixture counts to verify the that properties are being served by the appropriate size water meter. The selected individual will be part of a team committed to providing friendly and courteous customer service in a professional manner while routinely communicating with the public other City agencies by phone, email, and in person.

Duties for this position include:

• Reviewing building and construction plans to determine water and sewer connection fees
• Calculating and collecting water and sewer connection fees associated with new construction, renovations, and building additions for residential, commercial, and multi-family properties
• Interacting with residents, developers, builders, contractors, and other members of the public by phone, email, and in-person to provide information, address concerns, and solve problems
• Communicating with staff engineers and other City agencies
• Coordinating service requests with field personnel
• Sending correspondence to customers
• Using a variety of computer applications to initiate new accounts and perform research

The Line Fees workgroup also:

• Collaborates with contractors and other city agencies to ensure proper procedures are taken when structures are demolished
• Prepares water meter adequacy reviews
• Conducts research for historical water and sewer connection fees
• Coordinates and observes field dye tests for verification of City sewer connection
• Assists homeowners with the requirements to split water and/or sewer services for duplex properties
• Processes homeowner requests for ultra-low-flush toilet rebates
• Administers City-Wide Program interviews for eligibility of homeowners for reduction of water and/or sewer connection fees

Minimum Requirements:

MINIMUMS: Requires High school or GED plus one (1) year of experience in a field such customer service representative or customer care account representative in a utility setting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Typing test may be required with a passing score of 30 words per minute. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Experience with calculating fees, billing, invoicing, bookkeeping, accounts payable/accounts receivable, or account reconciliation Experience working with customer accounts involving complex financial transactions Experience working with the public in an office setting Experience with applications related to real estate information, aerial imagery, maps, and land records management systems Experience preparing correspondence and/or reports Experience using a variety of computer applications, specifically Word, Excel, and Outlook and enterprise billing/customer information systems Experience performing research using real estate information, maps, site plans, and legal documents Experience working in a municipal government or utility
