Job Title: Business Manager (A/P /Procurement) Salary Grade: 18 Division/Department: Legal/Fiscal Resources Salary: $66,880 - $72,230, commensurate with experience Reports To: Director of Fiscal Date Posted: 2.6.26 FLSA Status: Exempt Last Revised: 6/24/25 Benefits of Employment Insurance: Comprehensive Health, Dental, Vision, Life and an Employee Assistance Program. Supplemental Life may be purchased at group rates. Paid Time Off: Twelve (12) holidays, vacation time (after 6 months) of three (3) weeks per year for the first eight (8) years of service, and sick time. Retirement: Ohio Public Employees Retirement System (OPERS) with 14% annual employer contribution and Deferred Compensation Plans. Job Summary The Business Manager directly manages and supervises the daily operations of A/P and procurement while assisting the Director of Fiscal Resources with various projects. This person will also confer and collaborate with multiple departments within Cuyahoga County as well as numerous vendors and contractors. Essential Duties and Responsibilities To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Develops and maintains budgetary, accounting and fiscal controls to ensure appropriate utilization of all Court funds. Supervises the Purchasing Agent, Accounts Payable Coordinator and Senior Storekeeper. Manages all Court funds, project revenues and expenditures, approves purchases and ensures fiscal resources are adequate and appropriately aligned. Prepares journal entries, appropriations, additions and adjustments within and between funds, ensures HR issues are integrated with fiscal resources. Supervises and directs the processing of payments, expenditure and appropriation adjustments and revenue receipts. Maintains related records and files. Oversees Court purchasing and approves orders, tracks all commodities and licenses for renewal. Coordinates financial report preparation and interfaces with various state departments, federal offices, banks and other County agencies. Submits monthly P-Card and WB Mason reports in compliance with County guidelines. Communicates payment and/or procurement policies and procedures to staff to ensure purchasing and payable compliance established by the state, County, and Cuyahoga County Court of Common Pleas, Juvenile Division. Coordinates travel for Court staff to various conferences for Court staff to ensure adherence to County guidelines Prepares and submits annual, quarterly, monthly, and special reports as required by Court Administration. Performs other duties as assigned. Supervisory Responsibilities Has supervisory accountability for Purchasing Agent, Accounts Payable Coordinator, and the Senior Storekeeper. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards for assigned staff. Equipment Operated Standard office equipment and office technology such as copy machines, personal computers and telephones and calculator. Confidential Data All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility. Working Conditions Works in a general office setting with moderate noise levels. Subject to frequent interruptions, quick deliverables, and changing work deadlines. Usual Physical Demands While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds. Knowledge, Qualifications, Skills, and Abilities To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Knowledge of county and court policies and procedures; knowledge of fiscal management including budgeting, grant preparation, payroll, auditing/financial monitoring, cost analysis/accounting and purchasing functions; excellent working knowledge of spreadsheet applications such as Excel. Familiarity with Word and OnBase. Ability to supervise and evaluate staff; ability to provide instruction to staff. Ability to keep accurate records and prepare reports; ability to record and deliver information; ability to explain procedures. Ability to maintain confidentiality. Ability to effectively handle varied responsibilities with a minimum of stress. Ability to comprehend a variety of informational documents including but not limited to financial reports, invoice vouchers, payroll forms, contracts and other reports and records. Ability to comprehend a variety of reference books and manuals including but not limited to the Ohio Revised Code, state reporting requirements, purchasing manuals, personnel policy manuals, and administrative procedures. Excellent verbal and written communication skills. Education and/or Experience Bachelor’s Degree in Business Administration, Accounting, Finance or a related field. AND Five (5) years of experience in budgeting, and/or fiscal management, preferably in a public agency. Two (2) years of supervisory experience required. Licensure or Certification Requirements Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance. Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles. Applicants who possess a driver’s license from a state other an Ohio, or those applicants who have possessed an out-of-state driver’s license at any time during the five years prior to review, must provide a certified copy of his or her out-of-state driving history for at least the five years prior to the review of the applicant’s driving qualifications.
