Position Overview:

The Illinois State Police (ISP) Division of Statewide 9-1-1 is seeking a detail‑oriented and service‑focused Senior Public Service Administrator, Bureau Chief for Vehicle Services Bureau to join our team. This position oversees the development and implementation of policies and procedures for all aspects of ISP Fleet Operations, Law Enforcement Mobile Recording Equipment (LEMRE), and vehicle lighting resources. Formulates short‑ and long‑range plans, sets program goals aligned with the Department’s mission and Strategic Plan, and serves as full line supervisor. Directs personnel and fiscal operations to ensure communications and equipment requests support long‑term objectives and meet officer and public safety needs. Collaborates with administrators, departmental managers, and external partners to fulfill fleet procurement and law enforcement equipment requirements and resolve operational issues. Evaluates and monitors work requests and ongoing projects to ensure efficiency and alignment with program priorities. ISP encourages all those who qualify to apply!

Essential Functions

• Subject to management approval, formulates and implements policies and procedures in managing all aspects of the Fleet Operations Program, Law Enforcement Mobile Recording Equipment (LEMRE), and lighting equipment resources for the ISP.
• Formulates and develops short and long-range plans for subordinates and sets overall goals and objectives which are consistent with the Department’s mission and Strategic Plan.
• Serves as full line supervisor.
• Plans, directs, and manages the bureau’s personnel and fiscal operations to ensure all communications requests are justified in terms of integration with long range goals and in meeting the needs of officer and public safety.
• Consults with administrators, departmental managers, and outside entities to ensure Fleet Procurement Plan and related law enforcement vehicle equipment needs are met and resolve administrative and operational problems.
• Controls, analyzes, and evaluates work requests and ongoing projects.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• Prefers at least four (4) years of progressive supervisory experience in a private or public sector environment.
• Prefers at least three (3) years of experience in fiscal management and budgeting.
• Prefers at least three (3) years of experience formulating goals and objectives for a large statewide program or department in a public or private sector environment.
• Prefers at least three (3) years of experience in developing and utilizing various databases (Access), spreadsheets (Excel), and word processing (Word) for data analysis and reporting.
• Prefers at least three (3) years of experience serving as a coordinator over a large statewide program in a public or private sector environment.
• Prefers at least two (2) years of experience reviewing, developing, implementing, interpreting, and/or evaluating new and revised methods, procedures, policy and/or performance standards.
• Prefers at least two (2) years of experience managing a large fleet.
• Prefers at least two (2) years of experience working with personnel matters in the private or public sector.
• Prefers at least two (2) years of experience establishing goals and objectives for subordinate personnel.
• Prefers at least two (2) years of experience with disciplinary and/or grievance procedures.

Employment Conditions

• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
• Requires the ability to pass an Illinois State Police background check and drug screening.
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
