This is an exciting opportunity for a dynamic and results-driven leader to help shape operational strategy, drive innovation, and improve service delivery within a fast-paced and mission-focused agency.Reporting to the Executive Director, the DDO serves as a key member of the NYSCA Executive Staff and as the agency’s critical liaison to the New York State Division of the Budget, the Office of General Services Personnel, Finance and Business Services Centers, and the Office of the State Comptroller.The DDO oversees both NYSCA’s internal operating budget and the financial workflows supporting NYSCA’s grantmaking. On the operating budget side, the DDO manages annual budget submissions to the New York State Division of the Budget, vendor contracts, and expense tracking; implements effective budget modeling across all agency divisions; and regularly reports on the agency spending plan to executive leadership in support of informed decisions. On the grantmaking side, the DDO ensures on-time contracts and payments. The DDO also develops systems and processes to ensure effective customer service, including high-touch technical assistance such as webinars and office hours for prospective applicants and grantees as they navigate the prequalification, contracting, and reporting processes.Duties include, but are not limited to:• Lead a team of 12 employees whose duties span the following portfolios:• Agency Financial Systems: operating budget execution and reporting; agency procurement; financial planning and accounting; reconciliation of grant disbursements; invoice generation and tracking; accounts payable; and financial reporting.• Grants Administration: compliance processes applicable to NYSCA applicants and grantees, including prequalification, fiscal review, contracting, payments, final reports, and Vendor Responsibility.• Data Management: implementation of data strategies and initiatives; identification and prioritization of agency data needs; and development of workflows to ensure data accuracy, consistency, and completeness across the various systems NYSCA uses.• Internal Controls and Risk Management: The DDO serves as the agency’s designated Internal Control Officer (ICO), responsible for compliance with internal control standards, the development of audit-readiness processes, and, in collaboration with the NYSCA General Counsel, the identification of risks to NYSCA operations and objectives.• Workforce Strategy: oversight of NYSCA workforce strategy and liaison with the Office of General Services (OGS) Human Resources on the recruitment, hiring, onboarding, and training requirements of agency staff. Minimum Qualifications Required for Appointment:A bachelor's degree plus 8 years of relevant experience**Relevant experience is professional experience supporting operations in a complex organization, of which at least 6 years must be progressively responsible management experience. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning.*Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred Qualifications:• Employment experience with a New York State executive agency or public authority, particularly in operations or financial administration roles, including direct work with the workflows and standards of NYS control agencies.• Deep experience leading organizational financial management and budgeting at agency or comparable scale, including operating budget development, financial planning, accounting, and procurement.• Demonstrated success explaining agency finances and operational data to executive leadership in support of decision-making, including the design and use of financial tracking tools.• Deep experience leading grants management at agency or comparable scale, including grantee eligibility review, contracting, payment administration, and compliance tracking.• Demonstrated success overseeing operational data systems in a multi-platform environment, including identification of data needs, coordination across external systems (e.g., financial, grants management, compliance), and accountability for data accuracy and consistency.• Experience with workforce planning in a civil service or comparable governmental HR environment, including coordinating with an external HR or shared-services partner.• Demonstrated project management experience, including tracking and reporting on multiple concurrent projects, and the ability to read, understand, and communicate program and contract requirements.• Demonstrated ability to take ownership of agency functions outside the candidate’s personal area of technical expertise.• Demonstrated success translating complex grantmaking and compliance processes into clear guidance for applicants and grantees.• Demonstrated success applying an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES.
