VETERANS HEALTH ADMINISTRATION

Summary

This position is located at the VA Northwest Health Network (VISN 20), an integrated healthcare system comprised of eight healthcare institutions in Alaska, Idaho, Oregon, and Washington. The VA Northwest network provides healthcare coverage for over 320,000 unique veterans. The incumbent is a member of the Prosthetic and Sensory Aids Service within the Prosthetic Service Line under the VISN or medical center.

Duties

Help

This position involves a multi-grade career ladder . The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Major duties include, but are not limited to:

  • Using guidance, direction, and direct use of policies and guidelines, performs technical level purchasing adhering to the FAR, VAAR, VHA, and Prosthetics Directives and Handbooks, VISN policy, and station memorandums to acquire Veteran specific medical equipment, supplies, and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
  • Obtains all necessary procurement information to successfully submit acquisition plans and procurement packages for stock and Veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System.
  • Independently performs the process of vetting and following VHA prosthetics guidelines to complete purchases for items that aren't available through established vendor networks.
  • Provides patient care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support.
  • Reviews doe discrepancies or loopholes in lengthy specifications or statements of work that are very detailed or otherwise difficult to understand.
  • Rental support requires necessary care coordination follow up initiation from PSAS to the requestor for additional days of rental and/ or discontinue services from the VA to the vendor.
  • Utilizes PSAS reporting tools to monitor and track PSAS open purchase card orders and ensure timely service is provided to Veterans.
  • Under close direction and supervision, the incumbent has the authority to obligate the Government to take action on procurement up to the single micro purchase threshold for the open market and under established contracts for all types of goods and services.
  • Researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program for both complex and simplified purchases.
  • Performs purchasing methods which may include Veteran specific purchases in the Prosthetics Application Suite.
  • Acts on emergent situations with a knowledge of up to date practices, procedures, and products and justifies actions to include sole source justification.
  • Documents services required per the contractual agreement and monitors, tracks, and trends contractor performance.
  • Manages data collection used in preparing and submitting reports.
  • Conducts thorough market research by obtaining competitive bids and requests for quotations to determine fair and reasonable pricing.
  • Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 09/08/2026.

GS-5 Time-In-Grade Requirement: Applicants who are current Federal employees may be advanced without time restriction to positions up to GS-5 position if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
  • Applicants must have held a GS-03 or higher to be eligible for the GS-05 level.
GS-6 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
  • Applicants must have held GS-05 or higher for at least (1) year to be eligible for the GS-06 grade level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-5:
  • Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting prescriptions and requests for medical equipment and services needed; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports.

    Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university.) Note: Transcripts Required OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education post-high school education beyond two (2) years and specialized experience as described above that demonstrates the ability to perform the duties of this Purchasing Agent position. GS-6:
  • Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting prescriptions and requests for medical equipment and services needed and selecting the most appropriate cost effective source; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems to include electronic contracting databases; purchasing equipment, supplies and services using an agency/organization purchase card; reconciling charges and preparing and submitting reports; submitting plans Examining contracts, purchasing policies and submitting procurement packages to contracting offices. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
