Job Description and Duties

By joining our team, you’ll have the opportunity to work with a diverse team of professionals collaborating with Local, State and Federal partners ensuring successful subrecipient Disaster Recovery project outcomes throughout the State of California. 

Under the direction of the Supervisor I in the Quality Control and Monitoring (QCM) Unit, the Analyst II / Program Monitor performs complex analytical tasks relating to the provision of federal and state disaster assistance grant programs within the CalOES Interagency Recovery Coordination (IRC) Branch. Performs a broad range of full journey level analytical tasks relating to financial, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other disaster grant programs within the Recovery Directorate.

The Analyst II / Program Monitor may work under strict regulatory and administrative deadlines and acts with independence to maintain and track a routine workload and respond to short term special projects and priority assignments. Formulates corrective action for addressing non-compliance with federal regulations, policies, procedures, and grant guidance; makes recommendations on program related issues, and advises management on potential program alternatives and impacts. May also serve in a lead capacity for other QCM Unit analysts and support staff.

Must be able to analyze, interpret information, resolve and document governmental/administrative problems of an intermediate to high-level complexity using various tools and program applications; gathers and analyzes data to develop and evaluate alternatives for a variety of program related areas, and makes recommendations to management on those alternatives.


The incumbent will be expected to work non-business hours during emergencies. These positions may require travel throughout the state of California to support operational needs and disaster activations.

Working Conditions

This position is located in the Quality Control & Monitoring Unit in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule which includes up to one day of remote work per week after the first 30 days in the office.. The ability to telework may be impacted by disaster and/or emergency events that may require full-time in-person attendance. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. 

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Ability to gather, analyze, and interpret both quantitative and qualitative data to support informed decision making
  • Experience developing, managing, and maintaining databases, tables, dashboards, and reports used for program monitoring and performance evaluation
  • Demonstrated flexibility and willingness to assume duties of varying complexity while adapting to shifting priorities and organizational needs
  • Proven ability to manage multiple special projects simultaneously, balancing competing deadlines with accuracy and attention to detail
  • Strong organizational and time management skills, with the ability to prioritize tasks and maintain high quality work in fast paced environments
  • Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and experience with database management systems and data visualization tools
  • Exceptional written and verbal communication skills, including the ability to draft professional correspondence, prepare clear and concise reports, and present effective information to diverse audiences
  • Ability to build and sustain productive working relationships with internal teams, external partners, and stakeholders at all levels
  • Experience developing process documentation, workflows, or standard operating procedures to support program consistency and compliance
  • Skill in translating complex information into actionable insights and recommendations for leadership
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive information with discretion
  • Strong problem solving skills with the capacity to anticipate challenges and propose effective solutions
