Director, Business Development & Capture – Combatant Commands (COCOMs) Lead the Emerging Markets Group’s business development and capture activities focused on Combatant Commands, driving new business in IT modernization, cyber, cloud, AI/ML, data analytics, and related emerging technologies. Responsibilities Lead the Emerging Markets Group (EMG) as account lead for assigned Combatant Commands, developing long‑term customer engagement strategies and maintaining executive‑level relationships. Formulate and execute growth strategies across Combatant Commands and associated Service Component Commands, focusing on IT modernization, cyber, cloud, AI/ML, data analytics, and other emerging technologies. Own pipeline development and maintenance, identifying opportunities with high probability of win and qualifying them for pursuit. Build and manage cross‑functional capture teams to win new business, from qualification through award, including win strategy, stakeholder mapping, competitive assessment, teaming strategy, solution shaping, and proposal readiness. Coach and mentor business development associates and delivery leads on capture tactics and proposal development. Develop and present comprehensive bid/no‑bid recommendations, capture strategies, and business cases to executive leadership. Negotiate teaming agreements, contracts, and proposal development with partners and government stakeholders. Develop and deliver customer call plans, assessing competitive landscape, and applying industry knowledge to differentiate Akima’s proposals. Maintain ongoing client relationships with government and industry partners, gathering intelligence and positioning Akima as a trusted partner. Respond to government market research inquiries (RFIs, Sources Sought Notices, etc.) and represent the company at industry events and thought‑leadership initiatives. Shape acquisition strategies by leveraging client relationships, partner capabilities, and contracting vehicles to enable growth across EMG markets. Develop and oversee high‑quality proposals and presentations, ensuring they meet or exceed revenue and quality targets. Qualifications 10+ years of government business development and capture experience with a demonstrated record of developing a qualified IT business pipeline and winning new business. 3+ successful IT‑related contract wins totaling $50M–$200M+ within the last three years. Experience capturing and winning large, complex DoD IT and mission‑support opportunities, with exposure to Geographic Combatant Commands and Functional Combatant Commands. Strong understanding of Combatant Command mission environments, acquisition strategies, and emerging technology initiatives. Proven ability to establish and maintain relationships with senior military, civilian, and acquisition stakeholders across Combatant Commands and Service Components. Proven track record of managing the full opportunity lifecycle—identification, qualification, pipeline development, solution development, capture planning, teaming, pricing, staffing, proposal readiness, and post‑award transition. Advanced degree in IT, science, engineering, business, or related discipline preferred; Bachelor’s degree required. Strong familiarity with federal acquisition regulations, policies, and contract vehicles. Excellent contract management, negotiation, and influencing skills; ability to present and communicate at senior levels. Strategic thinker with ability to identify key growth areas and align new business with company strategy. Strong leadership and problem‑solving skills, able to manage multiple priorities in a fast‑paced environment.
