Proposal Manager

Proposal ManagerCVP is seeking an experienced Proposal Manager to support bid and proposal activities for the Integrated Healthcare Transformation 2.0 (IHT 2.0) Program Management Office, serving the Veterans Health Administration (VHA). This role will work closely with program leadership to pursue and win federal healthcare IT and transformation contracts, managing the full proposal lifecycle from RFP release through final submission.ResponsibilitiesLead end-to-end proposal development for federal solicitations, including RFP analysis, kickoff, outline development, and final submissionCoordinate and manage cross-functional teams including subject matter experts, pricing analysts, and technical writers to meet strict deadlinesParticipate in go/no-go assessments and opportunity qualification reviewsDevelop and write compelling executive summaries, win themes, management approaches, and methodology sectionsEnsure full compliance with all RFP instructions, formatting requirements, and evaluation criteriaFacilitate and lead color team reviews (Pink, Red, Gold) and incorporate reviewer feedbackMaintain proposal schedules, trackers, and pipeline data in PipedriveSupport capture planning activities and contribute to competitive intelligence effortsBuild and maintain a reusable content library of past performance, resumes, and boilerplate contentQualifications5+ years of proposal management experience supporting federal government clientsDemonstrated experience with VHA, VA, or federal health agency solicitations preferredStrong writing, editing, and storytelling skills with the ability to translate complex technical concepts into clear, compelling narrativesProven ability to manage multiple proposals simultaneously under tight deadlinesExperience facilitating color team reviews and managing proposal schedulesProficiency with Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint)Ability to obtain and maintain a Public Trust clearanceMust be located in or willing to work from the DC metro areaPreferred QualificationsAPMP Foundation certification or higherFamiliarity with GovWin IQ or similar opportunity tracking platformsExperience with Pipedrive or other CRM toolsBackground in healthcare IT, health systems transformation, or federal health consultingKnowledge of Shipley proposal development methodologyWhy This Role?You will be embedded in a high-impact PMO supporting one of the largest healthcare transformation initiatives in the federal government, directly improving care delivery for our nation's veterans.About CVPCVP is an award-winning healthcare and next-gen technology and consulting services firm solving critical problems for healthcare, national security, and public sector clients.
