Construction Inspector IV-VI - Amarillo Area Office

Position Construction Inspector IV/V/VI – Engineering Specialist Essential Duties Ensures inspectors turn in monthly estimates in an accurate and timely manner to facilitate payments to contractors. May serve as a lead worker or project leader. Attends pre‑construction meetings and answers questions from contractors and other attendees. Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers. Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates. Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards. Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications. Handles problem calls from producers, suppliers, inspectors and construction project field personnel. Informs plant personnel of material or production problems, rejects substandard material and assists in determining cause for material problems. Interprets plans and specifications and negotiates with producers and suppliers to resolve differences. Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades. Prepares monthly and final estimates. Resolves differences in interpretation of plans and specifications. Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications. Documents work progress and issues arising throughout scope of project. Performs other job responsibilities as assigned. Additional Duties for Construction Inspector V and VI Rejects substandard material and informs producers and suppliers of material and production problems. Trains and makes training‑related recommendations to staff on new operations. Performs other job responsibilities as assigned. Minimum Qualifications Education : High School Graduate or Equivalent in general high school studies. Experience : Construction Inspector IV : 3 years of experience in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. Construction Inspector V : 4 years of experience in construction inspection and transportation engineering. Construction Inspector VI : 5 years of experience in construction inspection (full‑time or prorated part‑time); related college education or relevant technical training may be substituted on a year‑per‑year basis. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Competencies Extensive knowledge of: Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Construction engineering policies and procedures Applicable inspection methods, procedures and techniques Applicable testing methods, processes and procedures Basic traffic management and control procedures Applicable industry safety standards, guidelines, and specification codes Proficient skill in: Reading and interpreting applicable plans, schematics, blueprints and maps Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Using computers, applicable programs, applications, and systems Other attributes: Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Additional competencies for Construction Inspector V: Leading, assigning, reviewing, and monitoring the work of others Maintaining a safe and effective working relationship with others Additional competencies for Construction Inspector VI: Extensive knowledge of the Texas Manual on Uniform Traffic Control Devices Expert skill in scheduling work assignments, reading and interpreting applicable plans, schematics, blueprints and maps, performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Physical Requirements Subject to noise Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs Balancing, walking, standing, crouching on various surfaces without falling Stooping‑bending body downward and forward by bending spine at waist Lifting‑raising objects from lower to higher position/horizontally to a different position Visual acuity – determine work quality and make general observations of facilities/structures Conditions of Employment This job has been identified as physically demanding and will require a pre‑employment physical.
