Licensing Manager

Our client is looking for a Contracts & Licensing Director to join their team in greater Philadelphia. This role will require a hybrid schedule and occasional travel. They're looking for a highly organized, detail-oriented operational leader who will be responsible for managing Medicaid and other HCBS funding source contracts, provider enrollment and revalidation, and all required business and healthcare service licenses and permits nationally across multiple service lines and states. This role will ensure continuity of operations by proactively tracking expirations, maintaining regulatory compliance, and coordinating with state Departments of Public Health (DPH), Departments of Aging (DOA), Medicaid agencies, and/or other regulatory licensing and permitting bodies. Key Responsibilities: Licensing & Regulatory Compliance Manage all state and local licensing requirements for: Adult Day Services Home Care Behavioral Health Services Non-Emergency Medical Transportation (NEMT) I/DD Services Maintain master tracking systems for contract, license, and permit renewals, expirations, and regulatory reporting deadlines. Ensure timely renewals to prevent disruption of operations, funding, and/or billing schedules. Serve as primary liaison with state DPH, DOA, Medicaid agencies, and/or other regulatory bodies. Research and execute new contracts, licensing, and/or permitting requirements in states where our client expands or acquires operations. Maintain documentation repositories to ensure audit and inspection readiness. Apply and maintain provider NPIs Monitor legal entity standing nationally in various states Medicaid & Funding Source Contract Management Manage Medicaid provider enrollment and revalidation processes nationally across all states. Maintain Managed Care Organization (MCO) contracts and related compliance requirements. Track contract terms, renewals, amendments, and submission deadlines. Coordinate with internal stakeholders (Finance, Operations, Compliance) to ensure contract adherence. Monitor regulatory updates impacting funding, permitting, and/or licensure requirements. Operational Oversight & Process Improvement Implement and maintain organized systems for contract and license management. Develop standardized processes and documentation controls across states. Support due diligence efforts for acquisitions and new business units. Partner with leadership to proactively assess regulatory risks as the organization scales. Required Qualifications 5+ years of experience in healthcare provider licensing, regulatory compliance, or government/health services contract administration. Direct experience managing multi-state licensing requirements. Experience with Medicaid provider enrollment and revalidation processes. Experience working with Managed Care Organizations (MCOs). Strong working knowledge of state regulatory agencies (e.g., DPH, DOA, Medicaid agencies). Demonstrated ability to manage complex tracking systems with high accuracy and efficiency. Experience supervising and/or mentoring staff. Preferred Qualifications Experience in HCBS, Adult Day, Home Care, I/DD, or NEMT services. Experience supporting multi-state healthcare organizations. Background in healthcare compliance, contract administration, or regulatory affairs.
