Individuals seeking accommodations for disabilities are typically required to provide medical documentation supporting the existence of a disability, the need for the accommodation, and what workplace modifications will enable the employee to perform the essential functions of the job.POSITION OVERVIEW:We have an exciting full-time opportunity for a well-qualified Clinical Manager for our licensed, residential, substance use treatment program that houses 20 male participants, El Chante. This program provides residential substance use treatment services to program participants in the Oakland Area, Alameda County.The El Chante Program Supervisor is responsible for overseeing and managing the day to day operations of El Chante Recovery Home, including developing programmatic policies and procedures for both clients and staff, setting and enforcing house policies, supervising, guiding and coaching all program staff in daily operations of the program. This includes individual and group counseling, case management, designing patient education sessions, coordinating and training on medication management and other programmatic operations. The Clinical Program Manager also acts as the LPHA where appropriate and as defined by the scope of their credentials and will be responsible for authoring services, assessments, establishing diagnosis and medical necessities. The Clinical Program Manager will also coordinate with funders and community collaborators to ensure positive and strong partnerships with various stakeholders.This is a full-time (40 hours per week) role. Occasional weekend availability is expected, depending on needs of the program. This role will uphold and champion the agency's mission, vision, and values and contribute to a collaborative and inclusive work culture.Essential Job Functions and Responsibilities:Program Management Responsibilities:Oversee clinical treatment and program coordination of direct service activities within the facility and the community.Ensure treatment is delivered in accordance with contract expectations, including adherence to all documentation guidelines and compliance with agency, County, State, and licensing requirements.Ensure continuous quality improvement of all clinical programming. This includes participation in the regular clinical quality review process and providing direct feedback and coaching to support ongoing improvement.Develop and maintain knowledge related to DMC-ODS and AOD Certification standards, licensing requirements, and County, State, and Federal regulations.Respond to and resolve client grievances in a timely and professional manner.Develop and implement program standards, including regular updates and revisions to the Program Manual.Participate in stakeholder meetings as requested by the Director.Oversee client admissions, orientation, transfers, and discharges to ensure compliance with program requirements, appropriate placement, and continuity of care.Promote and protect client rights, confidentiality, dignity, and well-being in accordance with agency policy, ethical standards, and applicable regulations.Foster a therapeutic, recovery-oriented living environment that supports client engagement, accountability, community integration, and successful treatment outcomes.Ensure adherence to house rules, resident expectations, and behavioral standards while utilizing trauma-informed and person-centered approaches.Facility Management Responsibilities:Manage the daily operations of the facility/program to ensure effective service delivery, regulatory compliance, and a safe, well-maintained environment. Responsibilities include:Promoting and maintaining site safety and security.Ensuring compliance with agency policies and applicable regulations.Maintaining ongoing audit readiness and documentation standards.Monitoring facility operations and addressing operational issues proactively.Coordinating timely responses to maintenance, safety, and property-related concerns.Manage daily staff schedules and ensure adequate coverage at all times. This includes active coordination with relief staff, resident monitors, and other program staff, while holding staff accountable to established schedules.Proactively identify and communicate facility-related concerns to the Operations Team and work collaboratively across departments to ensure timely resolution.Develop and implement regular routines related to site cleanliness, food delivery and management, inventory checks, medication support for clients, drug testing schedules, transportation, and other aspects of a 24/7 residential treatment program as requested by Leadership.Ensure timely reporting, investigation, and documentation of incidents, accidents, medication errors, critical events, AWOLs, and other reportable occurrences in accordance with agency, County, State, and licensing requirements.Ensure implementation of emergency preparedness procedures, including fire drills, evacuation plans, disaster response protocols, and required staff training.Monitor medication storage, documentation, and client medication support procedures to ensure compliance with licensing, Medi-Cal, and organizational requirements.Monitor program expenditures, facility supplies, and inventory to ensure responsible stewardship of program resources and uninterrupted program operations.Clinical Supervision and Training Responsibilities:Ensure that the program complies with Board of Behavioral Sciences (BBS) and/or AOD Certification requirements for clinical supervision of interns and trainees as the direct clinical supervisor, when applicable based on certification or licensure.Monitor the clinical work of all direct service staff and provide weekly individual and group supervision, including supervision of staff working toward licensure and practicum hour requirements.Maintain supervision agreements and documentation of practicum hours; review and sign required BBS and school paperwork; and complete staff and practicum student evaluations.Assist with crisis intervention, child abuse reporting, elder abuse reporting, and other urgent clinical matters in collaboration with the Director.Ensure timely completion of clinical documentation according to standards established by law and County and State regulations.Review and co-sign progress notes, treatment plans, utilization management requests, assessments, and other required clinical documentation as needed.Assist SUD counselors in formulating treatment, discharge, aftercare, and recovery plans for program participants.Supervise and support SUD counselors in conducting assessments and providing individual, group, and family counseling services; coordinate referrals for educational, vocational, and supportive services based on client needs.Support SUD counselors in developing and delivering case management services to all clients at least twice per month.Review staff clinical documentation to ensure accuracy, completeness, and timely submission in accordance with established deadlines. This includes progress notes, ASAM assessments, treatment authorizations, treatment plans, and other client-related documentation.Identify staff training needs, facilitate or coordinate necessary training, and monitor completion of all required training.Ensure all evidence-based practices utilized within the program meet fidelity standards.Oversee Medi-Cal documentation and billing-related requirements in accordance with established standards.Coordinate with the Clinical Supervisor regarding clinical standards for services, when needed.Supervisory responsibilities:Provide day-to-day supervision, management, coaching, mentoring, and support to assigned staff, including conducting weekly individual 1:1 supervision sessions and facilitating regular team meetings.Ensure completion and accuracy of required reports, including but not limited to monthly reports, KPI tracking, daily bed checks, and bed availability reporting.Support staff in facilitating house meetings as needed, with a minimum of one resident meeting per week.Monitor staff performance to ensure all essential job duties and responsibilities are completed effectively, consistently, and in accordance with agency standards.Manage relationships with client referral portals and referral partners to support timely admissions and program utilization.Design, develop, and implement structured activities for residents, including coordination with community partners, and ensure activities are offered consistently throughout the week.Track, monitor, document, and report client admissions, discharges, and length of stay, ensuring accurate and timely reporting to internal and external stakeholders.Take an active and collaborative role with community partners, including probation departments, law enforcement, Child Protective Services, Drug Court, schools, and community-based organizations, to support quality client care.Develop and maintain positive relationships with community resources and partner organizations.Research educational and professional growth opportunities for staff and support the development of individualized professional development plans.Attend collaborative meetings with La Familia staff, County representatives, and other external stakeholders as assigned by the Director.Foster a positive, respectful, inclusive, and mission-driven work
