Contract Specialist

The Contract Specialist is responsible for ensuring the timely and effective coordination of contracted personnel services that support students with disabilities. Working collaboratively with school leaders, Human Resources, Finance, and Special Services leadership, the Contract Specialist oversees contracted personnel providers, monitors service delivery, manages vendor relationships, analyzes staffing and expenditure data, and ensures compliance with district, state, and federal requirements.

Qualifications:

• Must hold or be eligible for State of Delaware Teaching Certificate, special education preferred
• Master's degree from an accredited college or university in special education or a related education area
• Minimum of five (5) years of progressively responsible related professional experience
• Experience working within special education or student support services in a public school district or educational organization, including knowledge of special education funding sources and applicable state and federal requirements
• Experience managing contracts, vendor relationships, or procurement processes, with the ability to interpret contracts, policies, regulations, and financial reports preferred
• Experience with budgeting, accounting principles, financial reporting, expenditure monitoring, and financial analysis, preferred
• Experience analyzing operational and financial data to support decision-making, including advanced proficiency with Microsoft Excel and Google Workspace
• Demonstrated ability to collaborate effectively with diverse stakeholders and communicate clearly through strong written and verbal communication skills
• Excellent analytical, organizational, and problem-solving skills
• Ability to manage multiple priorities while meeting deadlines
• Must be able to stand and work continuously for a minimum of 4 hours per workday
• Minimum lifting requirements - 50 pounds (with assistance)
• Must be able to use arms and hands without restrictions to accommodate the physical, mobility, and ambulatory needs of students
• Must report to work on time every work day, except as afforded by existing law

Salary: Specialist I Salary Schedule

Months of Employment: 12 month position

Start Date: Mutually Agreeable

Responsibilities:

• Monitor vendor performance, contract deliverables, timelines, renewals, amendments, and expiration dates
• Serve as the primary liaison between the district and identified contracted service providers
• Resolve contract-related issues while maintaining positive vendor relationships
• Collaborate with school building and Special Services leadership to identify staffing needs and secure contracted personnel to support student services
• Coordinate contracted personnel assignments to ensure services outlined in Individualized Education Programs (IEPs) are implemented
• Monitor vendor staffing levels and service utilization to address vacancies and changing student needs
• Monitor expenditures for contracted special education services
• Reconcile invoices and verify services provided prior to payment approval
• Monitor budgets associated with contracted personnel and identify opportunities for cost efficiencies
• Prepare fiscal reports, forecasts, and expenditure analyses for district leadership
• Collaborate with Finance to ensure accurate coding and appropriate use of federal, state, and local funding sources
• Collect, analyze, and maintain data related to contracted staffing, vacancies, service utilization, expenditures, and vendor performance
• Develop dashboards and reports to support staffing decisions, budget planning, and operational improvements
• Monitor trends in service delivery, vacancy rates, and contract utilization to inform strategic planning
• Ensure accurate records are maintained for audits and compliance reviews
• Ensure contracted personnel meet all state certification, licensure, background clearance, and other district requirements
• Maintain documentation necessary for state, federal, and district audits
• Monitor compliance with IDEA, Section 504, state special education regulations, and district policies related to contracted services
• Support internal and external audits by providing required documentation and reports
• Collaborate with Human Resources regarding recruitment strategies, staffing shortages, and contracted staffing alternatives
• Collaborate with school administrators and Special Services staff regarding contracted personnel assignments and service delivery
• Provide training and guidance regarding contract procedures and vendor expectations
• Perform other duties as assigned by the supervisor
