Learn more at Position Summary The Human Resources Manager is responsible for managing NDC's day-to-day HR function and delivering responsive, consistent, and compliant people practices. Reporting to the Chief of Program & Innovation, the Manager serves as the primary HR resource for employees and managers and oversees recruitment, onboarding, employee relations, benefits and leave administration, performance management, HR systems, records, and compliance. This is a hands-on role for an experienced HR generalist who can work independently, provide sound guidance, and improve established HR processes through consistent execution. The HR Manager is an advisor to the NDC executive leadership team. Requirements Manage day-to-day human resources operations and execute HR priorities in alignment with NDC's mission, values, policies, and strategic goals. Supervise HR staff, contractors, or interns if assigned. Serve as the primary HR partner to managers and employees, providing practical guidance on performance management, employee relations, conflict resolution, documentation, corrective action, and workplace concerns. Lead full-cycle recruitment, including updating job descriptions, posting positions, coordinating interviews, supporting selection decisions, preparing offers, and overseeing onboarding and orientation. Administer employee benefits, retirement plans, leaves of absence, accommodations, workers' compensation coordination, and employee benefit communications in partnership with vendors and internal stakeholders. Coordinate HRIS, personnel records, payroll-related changes, time-off administration, reporting, and data audits to maintain accurate and timely employee information. Support the performance management cycle, employee engagement activities, recognition efforts, professional development, and manager training, including the NDC Next Level Leaders program. Maintain and update policies, procedures, forms, and the employee handbook; communicate changes and support consistent application across departments. Monitor compliance with federal, state, and local employment laws and requirements, including wage and hour, protected leave, accommodations, safety documentation, records retention, and required notices; elevate complex or high-risk matters to leadership or legal counsel. Conduct or coordinate workplace reviews and investigations, document findings, and recommend fair, consistent, and legally sound next steps. Prepare HR reports and analyze workforce metrics such as headcount, turnover, recruiting activity, leave, compensation, and engagement trends. Support compensation benchmarking, job classification, annual benefit renewal, organizational planning, and other cross-functional projects. Support completion of form 5500 annual report. Manage relationships with HR vendors, benefit brokers, payroll partners, background-check providers, and employment counsel; supervise HR support staff, interns, or contractors if assigned. Manage HR-related budgets, audits, insurance renewals, and special projects Required Qualifications Bachelor's degree in human resources, business administration, organizational leadership, or a related field, or an equivalent combination of education and directly relevant experience. At least five years of progressive human resources generalist experience, including substantial responsibility for employee relations and HR operations. Working knowledge of federal and Minnesota employment laws and the ability to research and apply new requirements. Strong written and verbal communication, judgment, critical thinking, problem-solving, organization, and relationship-building skills. Ability to manage sensitive information with discretion and work effectively with employees and leaders from diverse backgrounds. Proficiency with HR information systems, Microsoft 365, reporting tools, and accurate employee-record management. Preferred Qualifications SHRM-CP, PHR, or comparable HR certification. Experience in a nonprofit, CDFI, community development, or other mission-driven organization. Experience as a standalone HR practitioner or primary HR partner in a small or midsize organization. Experience improving HR processes, administering an HRIS, and coordinating with payroll and benefit vendors. Core Competencies Trusted advisor with a service-oriented and solutions-focused approach. Working Relationships and Scope This role serves as NDC's primary internal human resources resource and trusted advisor to leaders, managers, and employees. The position is an advisor to the Executive Leadership Team and works closely with Finance, Operations, department leaders, benefits and payroll partners, legal counsel, and other external vendors. The role handles sensitive employee information and must exercise sound judgment, discretion, consistency, and confidentiality.
