Position Overview and Responsibilities:

GOVERNMENT OPERATIONS CONSULTANT II (37021021)

WATER QUALITY IMPROVEMENT GRANT PROGRAM

DIVISION OF WATER RESTORATION ASSISTANCE

Serves on the disbursement team by preparing and submitting request forms for administrative processes and tracking disbursements throughout the entirety of the payment request process. This includes reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program regulations and agreements, preparing disbursement/payment authorizations’ forms, and maintaining disbursement spreadsheets for individual projects. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.

Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist Water Restoration Assistance to operate more efficiently and effectively. Review financial assistance disbursement/payment requests for the Springs and Watershed Restoration Program, Water Quality Improvement Grant Program, Alternative Water Supply & Restoration Program. This includes reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program regulations and agreements, preparing disbursement/payment authorizations forms, and maintaining disbursement spreadsheets for individual projects. Use spreadsheet software and database to complete and enter data for disbursements. Prepares and compiles correspondence and memoranda and maintains files in OCULUS file storage site. Stays abreast of changes in financial policies and procedures.

Works with disbursement and other program staff to resolve issues. Reviews database and OCULUS input for disbursements to ensure that all required documentation and data has been uploaded. Reviews work of program staff to ensure that requests contain the proper documentation and financial information. Responsible for tracking and posting the payment of disbursement requests.

Consults with local government representatives and their consultants on reimbursement issues; advise them on program rules and policies.

Coordinate with the Program Administrator and other staff concerning appropriate financial management procedures. Assist with the tracking and reporting of financial information for grant funds. Assist with reconciliation of grant funds between the Enterprise Grant System and FLAIR.

Minimum Qualifications:

• Valid driver’s license.

• At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Preferred Qualifications:

• Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management.
• Knowledge of wastewater and stormwater treatment practices.
• Experience in processing payments for state agreements and contracts and the state procurement process.
• Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
• Excellent communication and people skills.
• Excellent organization and time management skills.
