Recreation Supervisor I

Job Description Incumbents in this position are responsible for managing a recreation facility, developing programs and coordinating staff. Duties include supervising Recreation Leaders, Assistants and programs; planning staff assignments and schedules; operating after school programs; refereeing sports; and creating, implementing, and promoting programs. Essential Functions and Responsibilities Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identifies work‑related problems, problem characteristics, impact and formulate possible solutions. Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions. Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. The supervisor has authority to plan, organize, assign and direct the work of other agency employees, and is accountable for the work performance of those employees. Administers programs. Registers program participants, maintains participation records, schedules facility use, prepares payroll and participation reports. Acts as department liaison to the community, city officials, schools, community groups, businesses, social services and other city departments. Initiates recommendations for capital improvements, equipment acquisition, programs, special events and improvements. May produce and coordinate special events while marketing materials for recreation programs and activities. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to process, calculate, compute, summate and/or tabulate data and/or information. Includes the ability to perform subsequent action in relation to these computational operations. Human Interaction: Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome. Requires the ability to sell. Requires the ability to act as a lead person. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as scoreboards, audio visual equipment, computer terminal, calculator, typewriter, scoreboard, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information such as regulations, time sheets, attendance records, supply request forms, catalogs, budget forms, facility use forms, weekly activity reports, accident reports, incident reports, daily logs, repair requests, facility policies, maps, directories, sports rulebooks, first aid manual, correspondence and general operating manuals. Mathematical Aptitude: Requires the ability to perform and explain basic math including addition, subtraction, multiplication and division, percentages and decimals. Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral or diagram form. Involves semi‑routine standardized work, with some latitude for independent judgment regarding choices of action. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as noise extremes, potential violence, disease, or pathogenic substances. Physical Requirements: Requires the ability to lift, push and pull up to twenty (20) pounds including chairs, tables, bleachers, room dividers and sporting equipment. Requires the ability to stoop, kneel, bend, twist, run, climb stairs and run. Examples include using ladders, moving equipment, tables and chairs. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of sounds, associated with job‑related objects, materials and tasks, such as identifying sounds to recognize potentially violent situations. Qualifications An Associate’s degree in Recreation Management, Sports Management, Leisure Services or related field; plus one year of recreation program experience. OR an equivalent combination of education, training, and experience. Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present it upon request.
