Proposal Manager

Proposal Manager, Buildings Division – Austin, TX; Houston, TX; Orlando, FL; Tampa, FL. The focus of this position is strategy and coordination. A proposal manager works directly with pursuit managers and business development staff throughout most of the pursuit life cycle, from pre‑marketing to final selection. The role includes participating in Go/No Go decisions, supporting pursuit managers with developing client‑centric content, effective coordination of proposal production, and quality control. Exceptional strategic thinking, time‑management, planning, organization, and coordination skills are required, as well as interpersonal, coaching, and delegation skills. Responsibilities & Qualifications Support pursuit managers on pre‑marketing efforts and participate in the Go/No‑Go process. Collaborate with pursuit managers in strategic planning, evaluating intelligence, identifying customer concerns and key issues, and developing win strategies. Be versed in division strategic and business plans. Coordinate the production of compliant proposals, following the proposal management process. Coordinate with technical staff and sub‑consultants to develop proposal content and information. Coordinate with graphic designers to develop graphic elements for proposals or presentations. Analyze debriefs and apply lessons learned to improve strategy and reviews. Facilitate proposal production planning meetings. Coordinate presentation production and participate in rehearsal practices. Ensure quality of all produced material, including consistency, spelling, and grammar. Proactively lead the update of resumes, project descriptions, photos, and additional boilerplate material. Responsible for ‘page‑turner’ quality control. Assist coaching of proposal coordinators and assistant coordinators into WGI’s proposal production process. Leverage AI and work with the Innovation team to develop tools that optimize the proposal development process. Lead and coordinate the division’s annual BD+M training and development program. Bachelor’s degree preferably in English, Communications, Journalism, or Marketing. Minimum 10 years of experience in the A/E/C industry preparing proposals for federal, state, and municipal clients. Must work well with supervisors, department managers, project managers, and propposal staff. Mandatory pre‑employment drug screening. Must possess strategic thinking, message development, and problem‑solving skills.
