Executive Director, Federal Service Impasses Panel (FSIP)

Summary

Serves as Executive Director of the FSIP within the FLRA, providing executive leadership to the program that resolves labor-management impasses between federal agencies and unions. Oversees operations, including case intake processes. Manages staff, advises the Chairman and Panel Members, and represents the FSIP with stakeholders on planning, resources, and administrative matters.

Duties

Help

Serves as the Executive Director of the FSIP, providing executive leadership, strategic direction, and operational oversight for the federal government's program responsible for resolving collective bargaining impasses between federal agencies and labor organizations under the Federal Service Labor-Management Relations Statute. Ensures the effective administration of processes that resolve bargaining disputes that could, if unresolved, impact the delivery of essential public services.

Manages all aspects of the FSIP and the Foreign Service Impasse Disputes Panel (FSIDP) operations under the direction of the FSIP Chairman, exercising authority in overseeing program execution, policy implementation, and organizational performance. Ensures that members of panels of part-time, Presidentially-appointed officials receive the legal, technical, and operational support necessary to perform their statutory duties. Oversees a professional staff responsible for investigating and analyzing labor disputes, and for making recommendations for the resolution of those disputes.

Manages the processes for: the evaluation and disposition of requests for FSIP assistance; determining FSIP's jurisdiction; and establishing appropriate dispute resolution methodologies, including mediation, factfinding, arbitration, and other statutorily authorized procedures. Reviews decisions and recommendations to ensure they are supported by thorough analysis and sound legal reasoning, and aligned with federal labor relations statutes and precedent.

Serves as the principal advisor to the FSIP Chairman on program operations and case management. Provides expert recommendations concerning highly complex, sensitive, and precedent-setting cases with government-wide implications.

Represents FSIP as the senior public-facing career official in interactions with federal agencies, labor organizations, the Federal Mediation and Conciliation Service (FMCS), and other stakeholders under the direction of the FSIP Chairman. Builds and maintains effective partnerships to promote collaborative labor relations and effective dispute resolution across the federal sector.

Implements the FSIP Chairman's direction for organizational planning, resource management, and administrative operations, including workforce planning, budget execution, and compliance with federal human capital regulations and policies. Ensures efficient allocation of personnel, technology, and financial resources to meet mission requirements.

Establishes performance expectations and provides executive-level supervision, leadership, and development opportunities for career staff, fostering a high-performing, accountable, and engaged workforce. Promotes a culture of excellence, continuous improvement, and adherence to merit-system principles.

Oversees the preparation of official FSIP decisions, reports, and recommendations, ensuring clarity, consistency, and legal sufficiency. Assists the FSIP Chairman in the development of communications, including speeches, public statements, and outreach materials, to effectively convey FSIP actions and policies.

Analyzes trends, metrics, and case data to inform strategic decision-making, improve program effectiveness, and anticipate emerging labor-relations challenges. Advises leadership on policy and operational adjustments needed to enhance the efficiency and impact of the FSIP's work.

  • Must be a US Citizen. You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Complete a Declaration for Federal Employment (OF306) to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.
  • You must be able to obtain/maintain the appropriate clearance and access level for this position.
  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Direct deposit of pay is required.
  • If applicable, the incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for SES positions may be subject to reassignment that requires them to be mobile.

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualification (TQ) related to this position within your resume. Your Resume must be no more than 2 pages using 10pt, Arial or Times New Roman with 1-inch margins to describe your qualifications. See Appendix 2 to OPM's Guide to Senior Executive Service Qualifications and the Qualifications Review Board, If you submit a resume that exceeds the two-page limit and/or does not meet the margin or font limitations stated herein, you will immediately be deemed ineligible for this position and will receive no further consideration. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position.

There is NO requirement to prepare a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualification (TQ).

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ 1: Demonstrated ability to apply techniques in dispute resolution to resolve labor or employment disputes, such as mediation, arbitration, hearings, or adjudication.

TQ 2: Demonstrated expertise in labor-management relations and/or employment matters. The difficulty of the legal, policy, and factual issues within the areas of responsibility of the incumbent requires a very broad range of knowledge and experience in labor-law programs and policies.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQ, you may not receive further consideration for the position.

There are five ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
