HR Manager

Human Resources Manager Transdev in Baltimore, MD is hiring a Human Resources Manager. This position supports the management team with full-cycle recruiting and all other HR-related responsibilities, including payroll, accounts payable and receivable. Proficient in the HRIS, Recruitment, and timekeeping information systems. Key Responsibilities Interpret and implement policies, procedures, laws, standards, and government regulations for all employees. Maintain staffing levels, oversee hiring campaigns, post positions in Jobvite, screen candidates, perform orientations, and support retention. Assist in Union contract negotiations and ensure adherence to Collective Bargaining Agreements. Maintain personnel files, audit I‑9 documents, and manage FMLA and other leaves. Prepare contract correspondence, manager reports, and schedules. Administer recruitment, personnel records, and backup for payroll. Coordinate employee benefits at the contract level. Answer phone calls and redirect, schedule appointments and meetings for management, prepare agendas, and send faxes/e‑mail as required. Track disciplinary actions, leaves and provide training. Maintain current information and literature on employee handbooks, recognition programs, and other HR files. Develop proactive employee‑relations strategies for union and non‑union personnel. Recommend and implement employee‑relations best practices. Provide advice and support to branch managers on employee‑relations matters, dispute resolution, handbook interpretation, labor code, and statutory obligations. Stay abreast of HR trends, practices, and legislation affecting employment programs. Qualifications Five (5) or more years of direct experience managing human resources and labor relations in a public transit service. Experience administering a collective agreement. Experience with recruitment and terminations. Experience with benefits and compensation. Experience administering employee files. Experience serving as a labor‑relations specialist responsible for education, training, and outreach to employees. Other relevant Human Resources qualifications. Physical Requirements Sit for extended periods (up to 6–8 hours per day). Frequently walk for long distances on sloped ground or uneven surfaces. Push, pull, lift up to 50 lbs., bend, kneel, or crouch to low‑level files or equipment. Compensation and Benefits Salary: $75,000 – $90,000 per year. Vacation: minimum of two (2) weeks per year.
