Bilingual HR Generalist needed asap

HotFoot Recruiters is hiring a Bilingual HR Specialist to support human resources operations for a growing engineering, construction, and manufacturing services company supporting semiconductor projects in North Phoenix, AZ. This role works closely with the HR Manager and is ideal for someone looking to build a long-term career in Human Resources.
Position: Bilingual HR Specialist
Location: North Phoenix, AZ | On-Site
Type: Full-Time | Direct Hire
Pay: $65,000-$70,000 annually
Schedule: Monday-Friday | 8:00 AM - 5:00 PM
Start Date: ASAP
Responsibilities

Support the HR Manager with daily HR operations and employee support.
Assist with full-cycle recruiting, including sourcing, scheduling interviews, candidate communication, and onboarding.
Coordinate new hire onboarding, employee paperwork, personnel files, and HR documentation.
Support payroll administration, timekeeping, attendance tracking, leave records, and employee data updates.
Maintain accurate employee records and ensure confidentiality of HR information.
Assist with HR compliance, government subsidy projects, and administrative reporting.
Help interpret and communicate HR policies, procedures, and basic employment law requirements to employees and managers.
Coordinate employee communications and follow up on HR action items.
Perform other HR and administrative duties as assigned.
Qualifications
Bachelor's degree in Human Resources or a related field preferred.
Fluent in both Mandarin and English (spoken and written) is required.

Knowledge of HR principles, employment policies, and labor law preferred.
Previous recruiting or HR administrative experience is preferred.
Strong organizational, multitasking, and follow-up skills.

Proficient in Microsoft Office (Excel, Word, Outlook, PowerPoint).
Self-motivated, proactive, and able to thrive in a fast-paced office environment.
Recruiting or talent acquisition experience.
Experience supporting payroll, onboarding, or employee records.
Experience in manufacturing, construction, engineering, or semiconductor-related industries is a plus.
