Job Title : Project Manager
Scope of Project:
Lead and manage significant cross-functional information technology projects. Be responsible for the full project lifecycle, from planning and scope definition to execution, monitoring, and closure. This role requires close collaboration with business stakeholders, executive leadership, and technical teams to ensure project success.

Develop and manage comprehensive project plans, including scope, approach, resource allocation, schedules, deliverables, and funding.
Provide guidance and direction to project teams, ensuring day-to-day tasks align with project goals.
Elicit, document, and validate business requirements using recognized methodologies and defined templates.
Track and document changes to specifications and create detailed procedures for record-keeping and training.
Adhere to project reporting and documentation standards.
Work closely with DPS executive, business, and technical teams to manage project scope, plans, schedules, resources, and funding.
Develop formal project plans covering goals, strategy, risks, dependencies, and contingency planning.
Follow standards for project reporting and documentation.
Use business analysis methodologies to gather and document requirements.
Track and document functional and business specification changes.
Participate in test planning and oversee system enhancements.
Identify, schedule, and manage project deliverables, milestones, and tasks.
Manage project resources to ensure timely and within-budget delivery.
Track project costs and expenditures.
Facilitate governance meetings, status meetings, and Agile ceremonies.
Aggregate status updates and manage risks/issues.
Manage scope and project change request (PCR) processes.
Maintain project and technical documentation.
Manage project data in ServiceNow ITSM system.
84 months of experience in managing and leading multiple large, complex IT projects for US Government agencies, functioning as the project manager. Large, complex IT projects are defined primarily as those with the following characteristics: budget over $500,000, duration over 12 months, multiple funding sources including Federal and grant funding, management of third party vendors, management of external stakeholders, multi-level project team organization, deployment to geographically diverse end users.

• 84 months experience developing and executing project plans including management of Charter, Scope, Schedule, Cost, Quality, Communication, Change, Risk, Issue, Resource management plans, and managing the plans throughout the project management lifecycle from initiation through closeout
• 84 months of experience in developing and managing formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and variances against baselines utilizing both Waterfall, Agile and Hybrid methodologies; scrum sessions) to update project schedule; 84 months experience developing, writing and managing detailed Scope Document, reviewing project deliverables and managing the deliverables acceptance process and using the project scope and deliverable management process to manage the project change request process.
• 84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance
• 48 months of experience in managing COTS software implementation projects and/or in-house application development (SDLC) projects.
• College Degree - Bachelor's
