The Chief Financial Officer (CFO) serves as OCHN's senior financial executive and strategic advisor to the Chief Executive Officer. The CFO provides executive leadership for all financial operations with a focus on ensuring the long-term fiscal health and sustainability of OCHN and its contracted provider network. Responsible for the strategic direction and oversight of financial planning, budgeting, forecasting, accounting, financial reporting, internal controls, and audit activities, the CFO ensures the effective stewardship of public resources and organizational assets. The CFO establishes, implements, and monitors long-range financial strategies and objectives that support OCHN's mission, strategic priorities, and operational goals. This position provides executive oversight of multiple federal, state, local, grant, and Medicaid funding sources, ensuring compliance with all applicable laws, regulations, contractual requirements, and governmental accounting standards. The CFO monitors financial performance, identifies organizational risks and opportunities, develop strategy that supports organizational sustainability and provides data-driven financial analysis and recommendations to support executive decision‑making. Working collaboratively with executive leadership, community partners, and external stakeholders, the CFO promotes financial accountability, transparency, and operational excellence while ensuring the efficient, effective, and fiscally responsible delivery of behavioral health services throughout the OCHN network across Oakland County. Essential Functions Leads, develops,mentorsand evaluates the Budget and Finance Division. State and Federal reporting. Understanding ofPrepaid Inpatient Health Plan and Community Mental Health System contractual reporting requirements, cost accounting, system delivery, and allowable costs for each specific fund source. Annual Financial Audit and Single Audit knowledge on process and procedures for governmental accounting, Medicaid rules and regulations, and necessary policies andprocedurenecessary to adhere to 42 Code of Federal Regulations, and GAAP principles. In-depth knowledge of the Michigan Behavioral Health System, costing and cost allocation methods, system budget development and forecasting, healthcare analytics, managed care rules and regulations, outcome-based fundingdevelopmentand implementation. In-depth knowledge of federal, state, and local fund sources and theirrules& regulations, governmental accounting, and the Code of Federal Regulations, financial and single audits expectations and guidelines. Develops innovative financial strategies while ensuring compliance with state and federal regulations. Serves as the organization's primary financial liaison with external auditors, banking institutions, regulatoryagenciesand other financialpartners.Abilityto plan and supervise the implementation of system or process innovations to improve the efficiency and outcomes of services to individuals. Leads development of annual operating and capital budgets. Provides financial analysis to support executive decision making. Oversees cash management and investment activities. Ensureseffective internal controls. Presents financial information to the Board. Oversees financial systems and reporting improvements. Additionalduties, as assigned. Job Requirements and Qualifications Education: Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Healthcare Administration or related field. Master's degree in a relevant discipline preferred. Training Requirements (licenses, programs, or certificates): Experience Requirements: Minimum of ten (10) years full-time work experience in financial analysis, business administration, general accounting, cost accounting, or related area, in a complex multi-site, multi-function governmental entity with increasing responsibilities in a managerial or supervisory capacity. Preferred experience: Medicaid managed care PIHP/CMHSPor related health system Public sector budgeting Behavioral health Oversight of Financial Operations Working knowledge of state, federal, and local contract obligations of Pre-Paid Inpatient Health Plans (PIHP) and Community Mental Health Specialty Programs (CMHSP). Leads the organization's collaboration between teams through shared chairing of the Innovation and Operations Team, serving on the Executive Leadership Team, working with the Board/Sub-Committees/Advisory Councils, and coordinating the OCHN's work with community agencies and individuals. Effectively communicate issues, progress and other details to the CEO, State, and other community stakeholders as well as clear and defined expectations to providers, staff, and the community as appropriate . Knowledge Requirements: Demonstrated knowledge of budgetary development and management and accounting principles and procedures. Demonstrated knowledge of statutes, ordinances,resolutions,and regulations governing accounting, auditing, and fiscal procedures. Working knowledge of Organizational Strategic Planning. Demonstratedexpertisein Generally Accepted AccountingPrinciples(GAAP) Expertise in applying GASB standards. Guiding, leading, and training staff and other members of OCHN on Behavioral Health Fund Source management. Training management. Ability to analyze,evaluateand collaboratively use financial data for continuous improvement. Ability to diagnose, initiate, plan, develop, coordinate, and implement multi-program improvement activities. Ability to compile statistics, decipher pertinent information, and present clear, concise, and understandable oral and written financial operational and other types of departmental reports to officials and other interested groups or individuals. Demonstratedproficiencyin theutilizationof data processingtechniques using. Ability to prioritize and direct theBudget and FinanceTeamhigh-levelprojects, issues, and concerns. Reports directly to the CEO,toforecast,provide financialanalysis,and funding trends that lead todata-drivendecisions that support operations and secure quality service deliveryreports. Ability to recognize and analyze complex operational/administrative or fiscal problems, and to recommend and implement solutions.
