Summary This Administrative Officer position is located within Supply Chain Mangement service within the Oklahoma City VA Health Care System. As the Administrative Officer the incumbent oversees the adminstrative responsibility, accountability, timekeeper responsibilities and oversight for the Logistics programs and service line activities. Responsibilities Major duties and responsibilities may include but are not limited to: Administrative Management: provides overall administrative management for the service; interprets administrative policies, develops local policies and defines administrative requirements; provides advice to supervisors; monitors performance and suspense actions; monitors training completion and accomplishments of all staff; coordinates security clearances and access for visitors and contractors as necessary; Human Resources/Personnel Management: oversees all aspects of human resources requirements; provides advice pertaining to the procedures, laws, regulations and policies dealing with recruitment, employee/labor relations, training and other human resource functions; prepares and reviews position descriptions to ensure accuracy and adequacy; tracks current and projected personnel actions; completes and reviews reports and identifies deficiencies or discrepancies; ensures performance ratings are completed and submitted accordingly; Budget/Fiscal: manages budget formulation and execution for a changing budget of administrative expenses; serves as a purchase card holder and approving official for equipment and commodities procured; prepares budget estimates and identifies changes as needed; Space Planning, Property Management, Procurement and Supply Administration: acts as the Contracting Officer Representative for multiple short and long term service contracts; prepares procurement request and evaluates proposals for work; maintains records; establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases; responsible for space request and coordinates movements with other offices when necessary; ensures the service is adequately stocked with office supplies; Problem Solving Determines accuracy and relevance of information, generate and evaulate alternatives outcomes and make recommendations. Information Management Gathering information, organizes and maintains information or information management systems. Work Schedule: Monday - Friday 07:30-1600 Virtual: This is not a virtual position. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS -07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, time keeping, position classification, performance, training etc; preparing letters, reports and presentations; retaining procurement records and reconcilliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the numbers of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., if related to the position being filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year graduate level education (for example, 6 months (50%) of specialized experience and 18 months (50%) of graduate level education sufficient to qualify.
