General Description of Duties
Under the administrative direction of the Director of Human Relations, the Employee Development and Wellness Manager provides leadership and oversight for agency-wide employee development, performance management, career pathway initiatives, employee recognition programs, recruitment, and behavioral wellness and occupational health programs (SHIELD). This position is responsible for coordinating supervisory and leadership development programs, supporting organizational wellness initiatives, and fostering employee engagement and professional growth throughout the agency. The Employee Development and Wellness Manager serves as a consultant to supervisory personnel regarding performance documentation, corrective action processes, and performance improvement plans to ensure consistency, accountability, and compliance with agency standards and policies. This position collaborates with agency leadership to develop and implement programs and initiatives that support employee retention, workforce development, and overall organizational effectiveness. The Employee Development and Wellness Manager supports and promotes the Sheriff's Office mission, vision, and organizational objectives while adhering to the agency's core values of honesty and integrity, accountability, teamwork, trust and respect, and commitment to excellence. This position is responsible for the oversight and administration of employee development, recruitment, wellness, and organizational support initiatives.
To be successful in this position, the employee must demonstrate strong leadership and organizational abilities, along with proficiency in data entry and information retrieval, time management, and the use of computer systems and databases. The position also requires effective written and verbal communication skills, strong interpersonal and customer service skills, and sound problem-solving abilities when addressing personnel issues in a professional law enforcement setting.

- Evaluates and oversees the agency's performance evaluation program to ensure employees are evaluated fairly, consistently, and in accordance with agency standards and policies.
- Coordinates, develops, and administers employee growth and development programs, including New Employee Orientation, New Supervisor Training, career development planning, leadership development initiatives, and other agency-wide professional development programs.
- Provides guidance and support to employees regarding career development opportunities and assists employees in establishing career goals that align with the mission and objectives of the agency.
- Serves as the agency's educational liaison by advising employees on educational opportunities and professional development resources for those pursuing higher education.
- Supports the development, validation, implementation, and administration of promotional testing and assessment processes while ensuring the integrity, confidentiality, and security of all testing materials.
- Maintains promotional eligibility lists and related documentation.
- Oversees the maintenance and updating of agency job descriptions, pay plans, compensation structures, career development mapping initiatives, and organizational charts in accordance with LCSO Policy 3.1.0.
- Maintains and coordinates the agency's formal mentor program, when implemented.
- Provides direct supervision, leadership, and guidance to assigned personnel within the Employee Development and Wellness Section.
- Oversees the coordination and delivery of employee wellness initiatives, behavioral health programs, peer support services, chaplaincy support programs, and employee assistance resources.
- Establishes and maintains effective working relationships with contracted providers, mental health professionals, community partners, and agency representatives to support employee wellness and organizational objectives.
- Provides consultation and support to agency leadership, supervisors, and employees regarding wellness resources, crisis response, employee support services, and workplace interventions.
- Assists in the development, implementation, and oversight of agency wellness strategies, crisis management plans, and employee support initiatives.
- Coordinates program planning, implementation, and evaluation to ensure effectiveness and alignment with agency goals and employee needs.
- Assists with budget planning, expenditure monitoring, and resource allocation for employee development and wellness initiatives.
- Facilitates quarterly supervisory training sessions and develops, instructs, and coordinates training on specialized topics as needed.
- Assists supervisors in identifying performance deficiencies and provides guidance regarding employee evaluations, performance documentation, performance improvement plans, and available training support programs.
- Monitors probationary and annual performance evaluations to ensure timely completion and provides status updates to agency leadership.
- Coordinates employee recognition programs in collaboration with Human Resources and Media Relations to ensure timely and accurate recognition of Employees of the Month, retirements, annual awards, and other special recognitions.
- Oversees and supports agency recruitment initiatives to ensure the attraction, selection, and retention of qualified candidates aligned with agency standards and workforce needs.
- Assists in the development and implementation of strategic recruitment plans, outreach initiatives, and hiring processes designed to support organizational staffing goals.
- Supervises and coordinates recruitment activities including applicant processing, interview coordination, candidate communications, career fairs, and community outreach events.
- Collaborates with agency leadership to identify staffing needs, hiring trends, workforce gaps, and succession planning opportunities.
- Performs administrative duties including preparation of reports, correspondence, and other related documentation.
- Provides guidance, leadership, and support to assigned personnel.
- Completes special projects and performs related duties as assigned.
- Ability to work effectively and collaboratively with others in a team-oriented environment.
- Ability to communicate effectively both orally and in writing.
- Ability to prepare and present clear, accurate, concise, and objective written and oral reports.
- Ability to maintain required licensures, certifications, and agency-required in-service training.

- Bachelor's degree (B.A. or B.S.) within a related field; required.
- Minimum of five (5) years of progressively responsible professional experience in employee development, recruitment, wellness programs, organizational development, or a related field; required.
- Minimum of two (2) years of supervisory experience; required.
- Equivalent combinations of education, training, and/or experience sufficient to successfully perform the essential duties and responsibilities of the position may be considered.
- Supervisory or management experience in a public sector, law enforcement, corrections, or similarly structured organization is preferred.
- Must be able to lift, push, carry or pull a minimum of 25 pounds independently.
- Work is primarily performed in a secure office environment.
- Duties often performed sedentary at desk for long periods of time.
- Position may require travel to attend various meetings and functions related to performance of tasks.
