This position is located in the Division of Blind Services State Office in Tallahassee, Florida. This position will work under the direction of the Division of Blind Services' Contracts Section Supervisor and the Bureau Chief. The employee will assist in providing management consultant services and assistance to the Division of Blind Services to improve management capabilities. The employee will help division management and their staff promote the most efficient and effective accomplishment of the operating objectives at the lowest cost. In addition, the employee will help personnel and organizational units engage in conducting organizational surveys, and methods and procedures surveys.

Duties and responsibilities include: assisting with the development, preparation, distribution, execution and management of contracts for the Division of Blind Services; assisting in the development of contract standards and indicators; responsible for reviewing and monitoring the performance of the contract terms and conditions; conducting desk review monitoring activities of the Division of Blind Services' contracted vendors; ensuring contractual services are being performed in accordance with the contract prior to processing monthly invoices; reviewing and approving monthly contractor invoices in a timely manner; serving as a liaison with the Contractor for the Department; ensuring that all contracted activities comply with the Division of Blind Services Contracts and Grants policy and procedures; ensuring contract files are current and includes communication and documentation of the Contractor's performance; ensuring contract information is updated and submitted for the Florida Accountability Contract Tracking System; conducting on-site and desk review monitoring activities of the Division of Blind Services' contracted vendors; assisting in conducting on-site monitoring visits with contractors, staff, or other stakeholders; staying current with all federal and/or state program changes and ensuring that DBS policies and procedures are reviewed and/or amended as appropriate; evaluating program performance and recommending changes that will improve the overall service delivery of contracted and grant programs; evaluating monitoring and risk assessment policy and procedures and recommending or developing changes that will ensure optimum contract performance and compliance; meeting and consulting with DBS staff and contracted providers concerning all aspects of the contract and program; evaluating issues and/or problems and consulting with management and responding accordingly; reviewing and evaluating audits and management reviews, helps in the development of corrective actions in response to any findings and, monitors and reports progress; maintaining knowledge of My Florida Marketplace and State Purchasing competitive procurement process; maintaining knowledge of the uniform procurement policies, procedures and practices used to acquire commodities and contractual services; familiar with the seven (7) procurement stages that include need identification, pre-solicitation strategy, solicitation preparation, solicitation process, evaluation process, award process and the contract management process; assisting with the development of purchased services to ensure procurement policies and procedures are followed; helping with state and federal reporting; assisting in researching complex program issues and preparing reports of findings and recommendations; reviewing and reporting on accomplishments of contracted objectives and performance; assisting in the development of comprehensive reports of contract compliance, findings, and any recommended corrective actions; measuring and evaluating the effectiveness of contracted services against DBS goals and objectives; collecting, compiling, and analyzing statistical information related to contractor performance; conducting surveys of DBS customers and partners to evaluate quality and effectiveness of services; conducting contract close-out at the end of the contract period; preparing and conducting contract training and/or presentations as requested or required; performing other duties as requested. Travel is required.

Knowledge, skills and abilities include: knowledge of State and Federal regulations; knowledge of case management practices; ability to construct contracts; ability to interpret and explain contract language; ability to make presentations.

Minimum qualifications include: one (1) to three (3) years of professional and relevant experience in business administration, marketing, accounting, finance, economics, or contract management. A Florida Certified Contract Manager (FCCM) designation.

Preferred qualifications include: a bachelor's degree in a field of study reasonably related to business administration, marketing, accounting, finance, economics, or contract management.
