JOB DESCRIPTION:
This position is located in theDivision of Blind Services State Office in Tallahassee, Florida. This position will work under the direction of the Division of Blind Services’ Contracts Section Supervisor and the Bureau Chief. The employee will assist in providing management consultant services and assistance to the Division of Blind Services to improve management capabilities. The employee will help division management and their staff promote the most efficient and effective accomplishment of the operating objectives at the lowest cost. In addition, the employee will help personnel and organizational units engage in conducting organizational surveys, and methods and procedures surveys.
DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
Assist with the development, preparation, distribution, execution and management of contracts for the Division of Blind Services.
Assist in the development of contract standards and indicators.
Responsible for reviewing and monitoring the performance of the contract terms and conditions.
Conduct desk review monitoring activities of the Division of Blind Services’ contracted vendors.
Ensures contractual services are being performed in accordance with the contract prior to processing monthly invoices.
Reviews and approves monthly contractor invoices in a timely manner.
Serves as a liaison with the Contractor for the Department.
Ensures that all contracted activities comply with the Division of Blind Services Contracts and Grants policy and procedures.
Ensures contract files are current and includes communication and documentation of the Contractor’s performance.
Ensures contract information is updated and submitted for the Florida Accountability Contract Tracking System.
Conducts on-site and desk review monitoring activities of the Division of Blind Services’ contracted vendors.
Assists in conducting on-site monitoring visits with contractors, staff, or other stakeholders.
Stays current with all federal and/or state program changes and ensures that DBS policies and procedures are reviewed and/or amended as appropriate.
Evaluates program performance and recommends changes that will improve the overall service delivery of contracted and grant programs.
Evaluates monitoring and risk assessment policy and procedures and recommends or develops changes that will ensure optimum contract performance and compliance.
Meets and consults with DBS staff and contracted providers concerning all aspects of the contract and program.
Evaluates issues and/or problems and consults with management and responds accordingly.
Reviews and evaluates audits and management reviews, helps in the development of corrective actions in response to any findings and, monitors and reports progress.
Maintains knowledge of My Florida Marketplace and State Purchasing competitive procurement process.
Maintains knowledge of the uniform procurement policies, procedures and practices used to acquire commodities and contractual services.
Familiar with the seven (7) procurement stages that include need identification, pre-solicitation strategy, solicitation preparation, solicitation process, evaluation process, award process and the contract management process.
Assists with the development of purchased services to ensure procurement policies and procedures are followed.
Helps with state and federal reporting.
Assists in researching complex program issues and preparing reports of findings and recommendations.
Reviews and reports on accomplishments of contracted objectives and performance.
Assists in the development of comprehensive reports of contract compliance, findings, and any recommended corrective actions.
Measures and evaluates the effectiveness of contracted services against DBS goals and objectives.
Collects, compiles, and analyzes statistical information related to contractor performance.
Conducts surveys of DBS customers and partners to evaluate quality and effectiveness of services.
Conducts contract close-out at the end of the contract period.
Prepares and conducts contract training and/or presentations as requested or required.
Performs other duties as requested.
Travel is required.

Ability to interpret and explain contract language.

MINIMUM QUALIFICATIONS:
One (1) to three (3) years of professional and relevant experience in business administration, marketing, accounting, finance, economics, or contract management.
A Florida Certified Contract Manager (FCCM) designation.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates with:
- A bachelor's degree in a field of study reasonably related to business administration, marketing, accounting, finance, economics, or contract management.

LEAVE INFORMATION: (CS)
- Annual Leave : All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
Sick Leave : Career Service employees earn 8.667 hours of sick leave credits per month.
