Job Description and Duties
About the Role
As the Deputy Director of Legislative Affairs, you will be responsible for developing and managing Cradle-to-Career’s legislative programs. This includes:
- Leading C2C’s legislative strategy and communicating our work to members and their staff
- Analyzing proposed statute, regulations, and policy and drafting language when requested
- Advising C2C’s Executive Team on federal, state, or local legislative initiatives that could impact C2C’s programs
- Representing C2C at external meetings, including with the Legislature and in hearings before legislative committees

Working Conditions
This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.
Special Requirements
Statement of Qualifications (SOQ) requirement: To be considered for the position, candidates must submit an SOQ as part of their application package. The SOQ is a narrative discussion of how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. SOQs must be no more than four (4) pages in length and typed using no less than 12-point Arial font. The SOQ must address the following questions in the order listed below:
1. Describe your knowledge of and experience with the state’s legislative and budgetary processes, state control agencies, and other governmental entities that are essential for effective program administration. 2. Describe your role in collaborating with lawmakers and stakeholders to develop and implement policies and legislation that support a program’s mission and what would be your mitigation strategy if the intended outcome is not successful. 3. Describe your role applying organizational leadership and effective communication with all levels of government, management, and program staff. 4. Describe how your training, experience, and knowledge of diversity, inclusion, and equity has prepared you to be an effective and engaging leader in a diverse work environment. 5. Describe your role developing and/or managing legislative programs. Include your strategy for formulating new policies and developing legislation and ways you would assess their effectiveness.When completing your SOQ, do not provide a single, narrative response. Each question above must be addressed one at a time (i.e.: first provide a complete and independent response to Question #1, then a complete and independent response to Question #2, etc.) for consideration. Additionally, each response must be numbered and include the full text of the question being answered prior to each individual response to clearly indicate which question you are responding to.
Write your responses carefully. Initial evaluation of each candidate will be based on the content of the answers and written communication skills demonstrated on their submitted SOQ. Resumes do not take the place of the SOQ. Candidates who fail to follow these requirements or who do not provide responses to the specific questions in the order listed will be disqualified from the selection process. The SOQ, application serves as the examination for this CEA recruitment. The SOQ identifies the critical factors required in job success for this CEA position.Desirable Qualifications

- Demonstrated knowledge of state policies, rules, and standards relative to legislation practices within California state government
- Knowledge of policies and regulations that impact K-12 education and Cradle-to-Career
- Demonstrated political tact, business acumen, and the ability to gain the confidence of top-level administrators and the ability to strategically engage, influence, and collaborate with internal and external stakeholders
- Ability to communicate program objectives with executive level management, other state agencies, legislative staff, industry, and/or local governments
- Ability to independently identify, manage and make sound decisions on complex and sensitive legislative issues
- Ability to apply innovative problem solving to create new ideas and develop new approaches to achieve an organization's mission and goals
- Ability to apply leadership practices to foster and maintain collaborative working relationships with internal and external partners, including interaction with control agencies in order to achieve positive outcomes in the organization
- Experience developing and managing legislative programs, including drafting legislative documents including regulations, policy making, and bill analysis
- Experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests
