Analyst II - OVSTA Financial and Policy Unit

Job Description and Duties

The Secretary of State’s Office, Office of Voting Systems Technology Assessment (OVSTA), is pleased to announce the opportunity for qualified applicants to apply for a permanent, full-time Analyst II position to perform the division’s analytical and administrative functions of the Financial and Policy Unit.

Under the overall direction of the Supervisor I, OVSTA Financial and Policy Unit, the Analyst II will provide essential analytical, fiscal, and programmatic support to OVSTA’s voting technology oversight and certification efforts.

In addition, the Analyst II will prepare and review Budget Change Proposals, Statements of Work, and related fiscal analyses, as well as assist in evaluating legislation for operational and budgetary impact. The Analyst II will support procurement planning, funding submissions to state and federal entities, and cross-functional projects such as election outreach, stakeholder coordination, and election night operations. These responsibilities ensure OVSTA’s technical operations are supported by sound fiscal oversight and program management infrastructure.

• Effective organizational skills to ensure completed staff work in a variety of assignments.
• Aptitude for working under pressure to meet tight deadlines.
• Strong verbal and written communication, including grammar, spelling, and proofing.
• Strong computer skills.
• Experience in state and federal budget process is highly desirable.

Working Conditions

This position provides a telework opportunity based upon the agency’s telework policy and business needs, typically after completing up to six (6) months of on-site training.
