Introduction The Maryland State Retirement and Pension System (MSRPS) administers benefits for over 430,000 members across 12 retirement systems, supporting the financial security of Maryland’s public servants. Grade STD 0026 Location 120 East Baltimore Street, Baltimore, Maryland 21202 Main Purpose of Job Under the supervision of the Retirement Administrator, this senior‑level management position assists in and executes overall management, planning and policy development for the Benefits Administration Division. The Deputy Retirement Administrator assigns priorities, allocates manpower, funds, space and equipment to meet Division needs. The role requires high motivation and expert knowledge of pension and tax laws, automated information system processing, accounting, budgeting, analytical and research skills, and excellent written and oral communication. Responsibilities Provide leadership and assistance in managing the Benefits Processing, Data Control, and Special Projects units. Supervise Directors and develop expert‑level knowledge of state and federal laws related to the System. Research and draft legislation, and represent the Agency at Board of Trustees, committee meetings, legislative hearings, and public presentations. Plan, organize, and direct administrative staff in long‑ and short‑range goals, policies and priorities. Interpret federal, state and local laws and regulations pertaining to pension and tax administration. Participate in or represent the Division on major legislative and budget initiatives. Direct and oversee special projects such as Early Retirement Incentive Programs and the Maryland Pension Administration System+ Project (MPAS+). Recruit, hire, and perform personnel actions for all permanent, temporary and contractual staff; ensure appropriate staffing levels; assign work activities; evaluate work methods; resolve problems. Ensure compliance with Board of Trustees policies and federal, state and local pension laws. Reconcile member contributions and payroll data, record and account them in the Annuity Savings Fund monthly. Ensure payment of annual individual pension benefit allowances and timely disbursement of retiree and beneficiary vouchers. Represent the Retirement Administrator in liaison activities with senior Agency staff, Board of Trustees, state and local government officials, and the General Assembly. Coordinate actions between the Division and other Agency departments and external entities. Support the Retirement Administrator as a principal consultant on benefit issues to Board of Trustees, Executive Director and other principal division managers. Perform other duties as assigned. Minimum Qualifications Bachelor’s degree. Six years of administrative or professional work experience, including three years of supervisory experience. Preferred Qualifications Three years of professional experience in benefits administration or retirement system management. Two years of customer service experience. Two years of experience with reconciliations. Two years of experience developing policies, procedures and process improvements. High level understanding of pension law, regulations and tax law.
