The Autism Treatment Center (ATC) is dedicated to improving the lives of individuals with autism and their families through compassionate, individualized services and support. We are seeking an experienced and people-focused Human Resources Manager to lead and support the organization's human resources functions while helping cultivate a positive, inclusive, and mission-driven workplace.

Position Summary

The Human Resources Manager is responsible for overseeing the day-to-day operations of the Human Resources function, including recruitment, employee relations, performance management, compliance, benefits administration, onboarding, employee engagement, and HR policies and procedures.

This position partners closely with leadership and department managers to attract and retain talented employees, strengthen organizational culture, ensure compliance with employment laws and regulations, and provide HR guidance that supports the Autism Treatment Center's mission.

Key Responsibilities

Talent Acquisition & Onboarding

• Lead full-cycle recruitment for exempt and non-exempt positions.
• Develop effective recruitment strategies to attract qualified, mission-driven candidates.
• Coordinate interviews, background checks, reference checks, offers, and pre-employment requirements.
• Oversee new employee orientation and onboarding processes.
• Develop strategies to improve employee retention and the overall candidate and employee experience.

Employee Relations

• Serve as a trusted resource for employees and managers regarding workplace concerns, policies, performance, and employment practices.
• Provide guidance on employee relations matters and assist with investigations and appropriate resolution.
• Promote a respectful, inclusive, and collaborative workplace culture.
• Support managers with coaching, performance improvement plans, corrective action, and other employee matters.

Performance & Professional Development

• Manage the organization's performance management process.
• Partner with leaders to establish clear performance expectations and development goals.
• Help identify training and professional development opportunities.
• Support initiatives designed to strengthen employee engagement, recognition, and retention.

HR Administration & Compliance

• Maintain accurate and confidential employee records.
• Administer HR policies, procedures, and programs.
• Ensure compliance with applicable federal, state, and local employment laws and regulations.
• Partner with leadership and external resources as needed regarding employment compliance and risk management.
• Assist with benefits administration, leave management, and other employee programs.
• Prepare HR reports and metrics for leadership.

Culture & Organizational Development

• Support initiatives that advance employee engagement, inclusion, belonging, and organizational culture.
• Develop and implement HR programs aligned with ATC's mission and strategic priorities.
• Promote consistent application of policies and practices across departments.
• Serve as a visible HR presence and advocate for a positive employee experience.

Requirements

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field preferred.
• 5+ years of progressive Human Resources experience, including experience in employee relations and talent acquisition.
• Experience working in a nonprofit, healthcare, behavioral health, education, or human-services environment is preferred.
• Working knowledge of federal and Texas employment laws and HR best practices.
• Experience with HRIS systems and Microsoft Office or comparable business applications.
• Strong interpersonal, communication, coaching, and problem-solving skills.
• Demonstrated ability to handle sensitive and confidential information with discretion.
• Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification is preferred.
