Job Description and Duties

Under the general direction of the Registrar of Contractors, the Chief Deputy Registrar (CEA B) is responsible for the development, organization, and management of all Contractors State License Board (CSLB) programs, and for sustaining a culture of collaboration, accountability, and transparency. Through subordinate senior staff, the incumbent is responsible for the management of all CSLB operations, expenditure, and staff development.

Conflict of Interest
This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

Criminal Offender Record Information
Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters, at all times.

1. Administration – Knowledge of a board or similar regulatory agency’s composition, operations, and employment practices. Knowledge of budgets, personnel management, information technology, and other administrative functions. Planning, organizing, and directing administrative activities, including staff development, motivation, counseling, and progressive discipline.

2. Management and Leadership – Leadership and management of multiple program areas comprised of professional and administrative staff. Directing and controlling sensitive or complex program operations and implementing quality improvement measures. Effectively interacting with Board members, executive management, consumer groups, labor and industry representatives, state- and federal-level regulatory agencies, and other governmental entities.

3. Program Analysis – Practical understanding of laws, rules, and regulations of a regulatory agency. Participating in the development, formulation, and implementation of policies and operating procedures. Analyzing complex program and administrative matters as well as constraints and challenges, developing specific and measurable solutions and providing objective recommendations.

4. Communication – Representing an organization using excellent writing and verbal communication skills. Developing and fostering collaborative partnerships with all levels of staff in state government, industry representatives, other regulatory agencies, and the public. Negotiating effectively with a variety of public and private persons and groups in matters of significant political sensitivity. Presenting policy issues and recommendations to legislative committees, Board members, program staff, the public, and external stakeholders.

5. Organizational Assessment – Awareness of the changes and trends of a regulatory agency. Effective development and implementation of action plans and regulatory change proposals. Understanding of critical issues and developing recommendations on matters that may result in legislation, regulations, or policy adjustments. Recommending and providing improvements to processes, monitoring and shifting priorities and strategies in support of organizational changes.
