The Small Business & Federal Compliance Manager oversees the Small Business Program and acts as a key point of contact with representatives from small disadvantaged, women-owned, small veteran-owned, small service-disabled, HUBZone, and Historically Black/University and Minority Institutions. Reports to: Vice President - Strategic Development Requirements Required Education Bachelor’s degree in Business, Engineering, Marketing or Compliance Required Experience This position requires a minimum of three (3) years of small business program/contract administration. Knowledge, Skills & Abilities Knowledge of the CFR, Public Law, FAR, DFAR, FAR/DFAR supplements and regulations. Understanding of standard concepts, practices, and procedures relating to State and Federal Government contracting. Responsibilities/Duties Managing Manage Grunley’s Small Business Program in accordance with FAR 52.219-9 and applicable federal and state requirements. Maintain the Small Business Database and oversee SBA- and GSA-approved Mentor-Protégé Programs. Maintain relationships with federal and state agencies that support small business participation. Assist large business subcontractors with their small business requirements and help non-certified subcontractors navigate the certification process. Support the vetting and qualification of small business firms. Small Business Outreach Coordinate and participate in small business outreach events, including workshops, seminars, trade fairs, matchmaking events, and other networking opportunities Develop relationships with qualified small business subcontractors and vendors to expand the Company’s network and increase small business participation. Proposal and Preconstruction Support Assist the proposal team with Subcontracting Plans, Small Business Utilization Plans, and other required state and federal plans. Ensure plans are completed accurately and submitted on time Support Preconstruction and Estimating by tracking small business participation on bid day and maintaining records of bidding activity. Participate in client interviews and discussions related to small business participation Compliance and Reporting Monitor small business participation on federal and state projects and prepare required reports. Coordinate compliance reviews with the SBA and other oversight agencies; track subcontract awards and Purchasing Department activity to ensure project goals and contractual requirements are met. Maintain current certifications, databases, tracking logs, and supporting documentation. Other Assist the Vice President of Strategic Development in managing, developing, and maintaining subcontractor relationships across all levels. This could include identifying and cultivating new subcontractor partners for specific project needs, including new project types, specialized scopes, or geographic markets. The salary range for this role will be $100,000.00- $150,000.00.
