Human Resources Manager

Moulton Niguel Water District

OPEN UNTIL FILLED Under the direction of the Director of Human Resources, oversees the design, production, and implementation of workforce development programs to generate and promote an employee-oriented, high performance culture that emphasizes the values of honesty, effort, respect, and a one-team mindset. This position will garner relationships with academic institutions, professional associations, private education companies, and other workforce development stakeholders to build career pathways leading future talent to the District. This position will leverage the expertise of existing District staff to develop internal leadership programs to ensure the ongoing practice of succession doing. The Human Resources Manager will provide assistance as needed on a variety of technical and administrative staff work in support of human resources functions including recruitment & selection, employee orientation, employee performance and mobility management, educational reimbursement and certification tracking, benefits administration, employee records maintenance and supports the overall administration of the Human Resources Department. This position supervises the work of human resources personnel; provides highly responsible and complex administrative support to the Director of Human Resources; and may act on behalf of the Director of Human Resources in his/her absence. The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position Monitor and assist with the recruitment and selection process; maintain the District’s recruitment webpage and applicant tracking system; produce promotional digital content related to job opportunities and workplace culture; review job postings and advertisements prior to publishing; perform secondary review of applications; participate on interview panels; guide the selection process; prepare & deliver offers of employment; ensure that all phases of recruitment and selection comply with applicable federal, state and local laws, regulations and guidelines. Foster and maintain external relationships with workforce development stakeholders (i.e., academic institutions, professional associations, private education companies, etc.) to continually innovate how the District can effectively inspire and prepare the future generation of prospective employees. Lead and implement the utilization of internal leadership training; facilitate environments of succession planning by creating consistent opportunities for current District leadership to share their knowledge and expertise with the next generation of leaders. Evaluate the District's development training needs on a continuing basis and coordinate internal and external employee, supervisory and management training programs related to employee and management needs and human resources issues; monitor required employee certification and licensing requirements to ensure they stay current. Manage and enforce the District’s Substance Abuse Policy in accordance with the regulations of the Department of Transportation as described in 49 CFR Part 40 and 382; coordinate related activities through the District’s Third Party Administrator (TPA); ensure compliance from all safety-sensitive employees; administer the District’s Federal Motor Carrier Safety Administration (FMCSA) Drug & Alcohol Clearinghouse account; monitor expiration dates for commercial licensing and medical examination requirements; prepare, maintain, and audit employer pull notices from the DMV for all District employees. Participate in the District's classification, compensation and performance evaluation programs; assist in the recommendation of classification and/or salary adjustments for new or existing positions. Participate in the annual employee performance appraisal process to ensure all supervisors complete them in a timely manner and provide accurate, constructive feedback for employee growth. Research and develop recommendations regarding employee relations issues and cases, such as grievances, disciplinary actions, policy and contract application and interpretation; consult with employees and their representatives to identify and resolve employee/employer-related problems and issues; assist in the resolution of disputes through a variety of resolution vehicles; counsel employees on work and performance-related issues; advise managers and supervisors on positive employee relations practices and on the interpretation and application of Human Resources policies and laws; work with and assist outside labor counsel in representing the District during litigation. Interpret and explain policies, procedures and regulations to District management, staff and the public as necessary; maintain the Human Resources intranet page and ensure updates are posted to the District’s website. Assist in conducting investigations regarding performance and misconduct issues, employee complaints and grievances, and allegations of rule violations including discrimination and sexual harassment; prepare official reports and recommend corrective actions as appropriate. Participate in the labor negotiations process; participate in contract negotiations with employee association representatives; research and draft contract proposals; provide information and statistical analysis and assistance for meet and confer sessions; conduct salary and benefit surveys; review and update the Personnel & Salary Policy and Memoranda of Understanding (MOUs). Submit and monitor workers’ compensation claims; ensure completion of the Supervisor’s Accident/Incident Investigation form; maintain workers’ compensation recordkeeping; communicate with third party administrator and medical personnel regarding employee injuries; coordinate Workers’ Compensation FMLA/CFRA/PDL and other medical leaves of absence; complete and submit claims for short term and long term disability; assist with light duty assignments and interactive accommodations. Provide day-to-day supervision to subordinate staff to ensure a high performance, customer service-oriented work environment which supports achieving the department's and the District's mission, strategic plan, objectives and values; assist the Director of Human Resources with strategic plan initiatives pertaining to human resources related projects. Monitor and assist with new hire processing. Monitor and assist with benefits administration; act as liaison between the employee and benefit providers; analyze new and existing benefit programs and make recommendations for enhancement; keep current on benefits legislation; organize benefit information events. Reconcile and verify the calculation of monthly premium statements for all group insurance policies; prepare check requests to reimburse retiree health care expenses; reconcile monthly Cal Card statement and department invoices and submit for approval. Monitor and assist with the maintenance of the District’s Human Capital Management (HCM) systems. Maintain secure personnel files and related documents for all employees within the District; ensure compliance with District records retention policies. Respond to employment verification requests; conduct and respond to salary and benefit surveys. Independently prepare, review, proofread, and edit a variety of letters and documents; enter purchase orders and requisitions; respond to requests for information; compose correspondence and employee action forms for Director of Human Resources’ signature; receive and distribute department mail; maintain and order supplies for the department. Exercise confidentiality when assisting all staff on matters of a sensitive nature. Participate in the development and monitoring of the Human Resources Department’s annual budget, including forecasting of funds required for staffing, equipment, materials and supplies; recommend and implement adjustments as necessary. Oversee the District’s Educational Reimbursement programs; upkeep program policies; review, adjudicate, and monitor employee applications; counsel employees on best matching their educational pursuits to their career map; process successfully completed approved education pursuits for reimbursement; track overall usage and outcomes of the programs. Track hours worked for all intern, part-time and temporary employees to ensure benefits are administered pursuant to laws and District policies. Manage and assist with the processing of employee separations. Attend evening and weekend meetings as directed. Performs other duties as assigned. Any combination of education and experience that would likely provide the required knowledge, skills and abilities (KSAs) may be qualifying. A typical way to obtain the KSAs is: Equivalent to a bachelor’s degree from an accredited college of university in public or business administration, human resources management or a related field. Master’s degree in public or business administration is desirable. Work experience in a governmental human resources position, which includes supervisory and project management experience, that would support effective performance of the essential job functions. Excellent written and verbal communication skills. Previous experience with public speaking engagements and executive-level presentations is desirable. Proficient knowledge of the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio, Sharepoint etc.), NeoGov, Human Capital Management (HCM) system (JD Edwards, SAP, Oracle, PeopleSoft etc.), business office equipment,and other applicable computer programs. Must be able to organize, prioritize, and work on simultaneous assignments with attention to detail and required deadlines. Knowledge of principles and practices of: employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures; District personnel rules, policies and labor contract provisions; public administration, including budgeting, purchasing and maintenance of public records. Possession of a valid California driver’s license and maintenance of a safe driving record. Position requires the ability to communicate in a professional manner with District management, coworkers, the public, inter‑agency and elected officials through verbal and written communication in face‑to‑face, one‑on‑one and group settings. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; may occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; must have the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Requires vision to read printed materials and computer screens; hearing and speech to communicate in person and over the telephone; and, finger dexterity to access, enter, and retrieve data using a computer keyboard, copy machine, telephone and other standard office equipment.
