Assistant Vice President for Institutional Data Strategy and Reporting

* Job Summary The Assistant Vice President for Data Strategy and Reporting (AVP), reporting to the Vice President of Institutional Effectiveness, leads the areas of Institutional Reporting & Information, Data Governance, and Institutional Analytics. Serving as the institution's Chief Data Officer, the AVP collaborates with the President's Cabinet and academic, administrative, and campus committees to develop systematic reporting capabilities and information strategies that support data informed decision making. The AVP oversees all institutional research activities, including external compliance reporting and the dissemination of information to support planning, policy development, and decision making. The role requires a strong understanding of national and international trends in higher education, data, and advanced analytics to help University leadership monitor progress toward strategic goals. The AVP provides leadership for data governance in accordance with the University System of Georgia's Business Procedures Manual Section¿12, working closely with the Deputy Chief Information Officer, Chief Information Security Officer, and others. The position also facilitates access to data housed in the university's data warehouse, ensuring data integrity, supporting operational needs, monitoring key institutional indicators, and providing analysis and reporting aligned with institutional objectives.
Responsibilities The AVP must be able to communicate with the unit's stakeholders verbally and in written form. The AVP must have the ability to organize data into meaningful information consumable for an academic leadership team in graphical, tabular, and narrative formats. The AVP must have the ability to remember and process information suitable to the information lifecycle over a typical academic calendar. AVP maintains regular, collaborative and supportive relationships at all levels of the institution, including with colleges, university administration. While interactions with students are infrequent, the AVP must manage all interactions with these groups in a manner that upholds institutional values. The AVP supervises the Director of Institutional Analytics (with 4 direct reports) and 5 professional exempt staff. Titles are provided on the included organizational chart. The AVP also oversees significant institutional activities working closely with administrative and academic units in fulfilling external reporting requirements and complying with data governance and management policies. The AVP will work independently as a member of the Institutional Effectiveness leadership staff and decisions will impact both staff with and outside of the immediate supervisory authority and customers. Actions and recommendations must be sound and with insight into the long-term consequences of each. Demonstrated leadership skills and a deep knowledge in institutional reporting, data visualization, and analytics. Ability to develop an organizational strategy for a reporting and analytics unit that supports senior level decision-making. Broad-based understanding of higher education and the major issues and trends that may impact the university. Advanced expertise presenting complex information in different formats to various audiences, including senior management, faculty, staff, and external constituents. Ability to coordinate and facilitate complex initiatives involving parties from varying levels and backgrounds. Possesses leadership qualities, including ability to identify and leverage team resources. Ability to identify opportunities to enhance processes and create efficiencies. Strong interest in development and management of definitions, processes and systems related to data and governance. A strong sense of professionalism, integrity, and a commitment to excellence. Provide strategic leadership for a data-informed institutional culture . Provides strategic leadership and vision to advance a culture of data informed decision making. Build partnerships across academic and administrative units so they view Institutional Effectiveness as the primary resource for institutional information and analytical support. Advises senior leaders on data governance, compliance reporting, survey research, market analysis, benchmarking, data visualization, and University wide data and technology initiatives. Recommend information and analytics technologies that enhance institutional decision making. Ensure institutional leadership for data governance and integrity. Oversees data governance structures and processes, fostering strong relationships with data trustees, stewards, managers, and administrative staff to promote data democratization. Leads efforts to develop, refine, and maintain data definitions, usage standards, and data quality, recommending business process improvements as needed. Communicates best practices that support data integrity, accessibility, security, and the creation of actionable information. Manage the University's institutional reporting cycle. Oversee internal and external reporting processes to ensure accuracy, integrity, and consistency. Directs the annual institutional reporting cycle, ensuring timely submission of all state and federal reports, supported by a comprehensive reporting calendar and management system. Manages the production and dissemination of institutional facts, profiles, and other reports used for external relations, accreditation, and institutional communication. Directs processes for responding to ad hoc information and analysis requests. Lead the University's analytics and decision-support activities. Supervises the Director of Institutional Analytics and guides the development of analytical and decision support solutions for planning and continuous improvement. Collaborates with leaders, subject matter experts, and responsible units to deliver insights in formats that inform decision making. Oversees the development and management of business intelligence systems to disseminate institutional data and performance metrics. Guides analyses supporting the university's mission, vision, and strategic direction and advancement of USG and state of Georgia priorities. Lead and mentor staff and promote a data community of practice. Leads analytical staff and provides functional guidance to analysts across the institution to strengthen data informed decision making. Promotes Institutional Effectiveness as a leader in data governance, performance monitoring, survey research, data visualization, and information design. Sets strategy for staff development and resource allocation to ensure timely, high-quality analyses. Oversees cross campus data analyst teams to share best practices and expand data literacy and education. Maintains professional competence through ongoing learning, professional engagement, and participation in conferences and higher education events.
Required Qualifications Master's Degree from an accredited institution, and 10 years progressive experience in higher education administration; OR Doctoral Degree in social/behavioral, higher education, information sciences, computer science, or related field, and 5 years progressive experience in higher education administration.
Preferred Qualifications Demonstrated experience in managing the reporting and dissemination of institutional data and information; demonstrated experience managing a decision support program; understanding of higher education data standards and processes; understanding of the University System of Georgia, SACSCOC, and National Center of Education Statistics data standards and processes.
