About the Role:

As Waste Water Treatment Plant Project Manager, you will take full ownership of end-to-end project delivery for new builds, upgrades, and expansions of wastewater treatment facilities. You will coordinate multi-disciplinary teams, manage contractors and vendors, and drive projects to completion on time, within budget, and to regulatory and quality standards. This role has a strong focus on construction execution, stakeholder management, and risk control across multiple concurrent projects.

Key Responsibilities:

• Lead planning, scheduling, and execution of wastewater treatment plant construction projects from initiation through commissioning and handover
• Manage project budgets, cost control, and financial reporting, including forecasting, change management, and cost mitigation
• Coordinate internal engineering, procurement, and construction teams, as well as external contractors, consultants, and suppliers
• Develop and maintain detailed project plans, including scope, milestones, resources, and risk registers, and report progress to senior leadership and clients
• Oversee site activities to ensure compliance with design specifications, safety standards, environmental regulations, and quality requirements
• Review and interpret technical drawings, specifications, and contracts, resolving design and constructability issues in collaboration with engineering teams
• Lead project meetings, RFIs, submittals, and documentation, ensuring clear communication and timely decision-making across all stakeholders
• Manage commissioning, start-up, and performance testing activities, ensuring successful handover to operations and client acceptance

Key Requirements:

• Proven experience managing construction projects in wastewater treatment, water treatment, or related heavy civil/industrial infrastructure
• Demonstrated ability to lead multi-disciplinary project teams and manage multiple projects concurrently
• Strong construction management skills, including scheduling (e.g., using tools such as Primavera or MS Project), site coordination, and contractor oversight
• Solid understanding of wastewater treatment processes, plant components, and related mechanical, electrical, and civil works
• Experience with project controls, including budgeting, cost tracking, change orders, and risk management
• Strong working knowledge of health, safety, and environmental regulations applicable to wastewater and construction projects
• Excellent stakeholder management, negotiation, and communication skills, with the ability to interface confidently with clients, regulators, and internal teams
• Track record of delivering projects on time, within budget, and to defined quality and compliance standards

Desirable Skills:

• Experience working with municipal clients, public utilities, or government agencies on water/wastewater projects
• Familiarity with design-build, EPC, or CMAR project delivery models
• Knowledge of relevant codes and standards (e.g., EPA, TCEQ, AWWA, OSHA) for wastewater infrastructure
• Experience with digital project management tools, document control systems, and construction reporting software
• Prior involvement in value engineering, constructability reviews, and lifecycle cost optimization for treatment facilities

Qualifications:

• Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management, or a related field
• Professional Engineer (PE) license or ability to obtain (preferred for engineering backgrounds)
• Project Management Professional (PMP) or equivalent project management certification (preferred)
• Demonstrated experience in a Project Manager role within wastewater, water, or heavy civil construction environments
