Program Analyst

Summary

This position is in the U.S. Department of Agriculture (USDA), Office of Inspector General (OIG), Office of Analytics and Innovation. This position is for the employment of a senior Program Analyst to OAI's Analytic Solutions Branch and will provide expert guidance and coordination of OIG's Analytics activities, including the audit, investigative, analytics, legal, and project management functions.

Duties

Help

• Develops workload projections for the Office, recommends priorities in connection with long-range planning for OIG data analytics and research, and prepares justifications supporting team or project needs.
• Analyzes management information requirements to develop program and administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
• Develops comprehensive technical reports of findings providing sufficient evaluative detail and rigor.
• Oversees the design, implementation, and evaluation of an updated team workflow and collaboration framework that can be implemented.
• Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables, develops, modifies, or provides input to project plans.
• Manages, leads, or administers project resources, monitors project activities and resources to mitigate risk, and implements or maintains quality assurance processes.
• Develops presentations and/or briefings on all aspects of the project, participates in phase, milestone, and final project reviews.

• As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period depending on your appointment type, unless previous federal service is creditable. • This is a Testing Designated Position (TDP).
• If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade : Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-12 level.)

Specialized Experience for GS-14: To be considered qualified for this position, you must demonstrate that you have the required specialized experience as described below. You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level in the Federal service or private sector that demonstrates all of the following:

• Ability to extract, interpret, and analyze complex data sets.
• Ability to transform data into actionable insights or visualizations that support informed decision-making.
• Ability to conduct data analytics and predictive analytical techniques to identify trends, opportunities, and potential risks.
• Excellent oral communication skills, including the ability to tailor messaging to diverse audiences and stakeholders, deliver clear analytics results and persuasive presentations.
• Skilled in developing and executing project plans, monitoring progress against established timelines, evaluating the effectiveness of planning strategies based on actual project outcomes, and implementing process improvements to enhance project performance and achieve organizational objectives.
