Job Location: Address: 150 N 18th Ave, Phoenix, AZ 85007 Salary: $64,800 Grade: 22 *Hybrid* Job Summary: This position supports the Bureau of Emergency Medical Services & Trauma System (BEMSTS) in efforts to reduce mortality and morbidity from time-sensitive medical emergencies in Arizona. These include, but are not limited to, cardiac arrest, myocardial infarction, acute stroke, traumatic brain injury, opioid-related emergencies, and severe hemorrhage. The role is responsible for implementing systems of care and sharing information with stakeholders and the public. This involves direct engagement with community members, law enforcement, emergency medical dispatchers, EMS agencies and hospitals, physicians, and university partners. The position will also manage grant programs such as the Rural Health Transformation grant and the First Responders Comprehensive Addiction and Recovery Act grant. It requires proper handling of Personally Identifiable Information (PII) and Protected Health Information (PHI). Some in-state is required, and the incumbent must be willing and able to operate a state vehicle for official duties. Job Duties: Organize and/or participate in regularly held meetings with stakeholders across the state aimed at the further development of systems of care for acute, time‑sensitive illnesses and injury. This includes coordination of information, dissemination of messaging, and administration of education programs to all stakeholder groups. Coordinate EMS and opioid use, abuse, and fatality reduction strategies such as naloxone distribution and out‑of‑hospital cardiac arrest education for law enforcement and EMS. Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations). Oversee the establishment and maintenance of joint epidemiological surveillance programs and/or public health databases in partnership with the BEMSTS Epidemiological Data and Quality Assurance Manager and/or The University of Arizona or other public/private partners. Write, develop, and oversee EMS related grants. Other duties as assigned as related to the position. Knowledge, Skills & Abilities (KSAs): Knowledge of: Bureau of Emergency Medical Services & Trauma System regulatory framework and professional organization/stakeholder audience. Current clinical practices in the treatment of time sensitive illness and injury. Research theory and practice. Project management. Grant management. ADHS public information system. Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies. Skill in: Working with individuals of varied groups and moderating discussions to include but not limited to the general public, law enforcement, emergency medical dispatchers, EMS providers and hospitals, physicians, and university partners. Must exhibit skills in the management of projects and personnel in public, professional and private organizations to ensure adoption of current best‑practices established in research findings. Skilled in operating a windows‑based computer. Leadership, management, negotiation, and organizational skills. Ability to: Manage a variety of time‑sensitive projects through to completion. Work effectively with various personality types while maintaining focus on project goals. Be comfortable with a fluid working environment and be able to establish and revise priorities. Write in a clear, concise, and understandable manner. Selective Preference(s): Driver's License Pre-Employment Requirements: Bachelor's degree in public health or related field with 4 years of public health or healthcare experience including the administration and management of statewide public health programs involving numerous stakeholder groups, including 1 year in management/leadership experience. Master's degree in a related field may substitute for 2 years of experience. Paramedic or a Registered Nurse preferred.
