Responsibilities
Noblis MSD is seeking a Contracts Administrator with experience supporting U.S. Department of Defense (DoD) contracts.
Working under limited supervision, the Contracts Administrator will manage the full contract lifecycle, including the administration, negotiation, modification, extension, closeout, and termination of both standard and non-standard contracts.
This role requires expertise in reviewing requests for proposals (RFPs), developing and evaluating proposals and pricing, negotiating contract terms, identifying contractual risks, and collaborating on contract development to ensure successful execution and compliance.
Responsibilities will include, but are not limited to:
Identify contractual issues and provide recommendations to leadership on possible solutions.
Lead or participate in the negotiation, modification, and administration of standard contracts, while supporting non-standard contracts and subcontracts.
Draft, review, and negotiate terms and conditions of non-disclosure, teaming, license, and memorandum of understanding agreements.
Advise management on contractual rights, obligations, and risk, providing interpretation of contract terms and conditions.
Monitor and maintain regulatory changes their impact on contracts/subcontracts, including export considerations.
Maintain, analyze, update, and organize electronic and hard-copy contract records.
Serve as a point of contact for customers, partners, and internal stakeholders, including delivering internal presentations as needed.
Ensure compliance with all applicable laws, regulations, company policies, and contractual obligations wherever and whenever business is conducted on behalf of the Company.
Apply advanced knowledge of government, commercial, and international contract administration principles, practices, and procedures to support successful contract execution.
Demonstrate extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.
The ideal candidate will have a solid foundation of knowledge and be proficient in the proposal process and the management of contracts throughout the life cycle. Additionally, a strong understanding of the Federal Acquisition Regulation (FAR), demonstrated experience with government contracting, and exceptional organizational, written, and verbal communication skills. Experience supporting the U.S. Navy is highly desirable !
Required Qualifications
Bachelor’s degree with 5 years of related experience; OR Master's degree with 3 years of related experience; OR associate’s degree with 8 years of related experience; OR High School diploma/GED with 11 years of related experience.
Experience reviewing bids and proposals to ensure compliance with company policies and customer solicitation requirements.
Thorough knowledge of applicable federal procurement laws and regulations, including the Federal Acquisition Regulation (FAR) and applicable FAR supplements.
Proven ability to develop, coordinate, and produce a wide range of contract and subcontract documents, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contract terms and conditions, Standard Form 33 (SF33), and other government contracting documentation.
Experience reviewing procurement documentation for compliance with company policies, procedures, and Contractor Purchasing System Review (CPSR) requirements.
Strong written and verbal communication skills, with demonstrated negotiation experience.
Ability to work collaboratively in a team environment while managing priorities independently with minimal supervision.
Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
U.S. citizenship is required.
Ability to obtain a Secret security clearance.
Travel up to 10% within the US
Lift Up to 30Ibs walk, bend, drive
Desired Qualifications
7 or more years of progressive professional experience specifically in contract administration.
Active Secret security clearance.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
