The Teachers' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems, including the full retirement of the ALICE platform, and transition to a unified, cloud-native environment. The initiative centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates with the MyTRS member portal and MyTRS employer portal. TRS is seeking a Business Analyst to support business process analysis, requirements gathering, user story development, testing, UAT coordination, documentation, and stakeholder communication throughout the modernization initiative.

Modernization Initiative:

• Transition major systems to the Azure cloud platform.
• Retire the legacy ALICE platform and reduce technical debt.
• Modernize operational workflows and reduce manual processes.
• Improve scalability, performance, security, and operational resilience.
• Implement modern document storage, capture, and process automation capabilities.
• Improve user experience, accessibility, and operational efficiency.
• Support the modernization technology stack, including Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and related cloud-based solutions.

Responsibilities:

• Process Analysis and Documentation
• Engage with business units to understand operational workflows, pain points, and opportunities for improvement.
• Work with Development and IT resources to understand and translate technical requirements.
• Document current-state processes using process maps, swimlane diagrams, and workflow charts.
• Facilitate discussions to define future-state processes aligned with organizational objectives.
• Requirements Gathering and User Story Development
• Translate business needs into detailed functional requirements.
• Develop acceptance criteria and Azure DevOps work items/user stories.
• Ensure requirements are complete, consistent, testable, and aligned with business priorities.
• Collaborate with Product Owners, developers, and stakeholders to refine and validate requirements.
• Testing and Quality Assurance
• Develop test plans, test scripts, and step-by-step testing instructions.
• Perform functional testing of user stories in Development and Test environments.
• Validate solution accuracy and readiness.
• Document defects and track resolution progress.
• Verify fixes and ensure requirements are properly addressed.
• Coordinate, support, or lead User Acceptance Testing (UAT) sessions with business stakeholders.
• Stakeholder Collaboration and Communication
• Serve as a liaison between business units and technical teams.
• Ensure shared understanding and alignment between business and technical stakeholders.
• Communicate project updates, risks, and issues clearly and proactively.
• Support change management activities.
• Contribute to training materials, documentation, and user guidance.

Required Skills:

• Experience in business analysis, process documentation, or related roles.
• Strong analytical and problem-solving skills.
• Ability to create clear process diagrams and workflow documentation.
• Experience writing user stories, acceptance criteria, and test cases.
• Familiarity with Azure DevOps or similar work item management tools.
• Hands-on experience with functional testing and UAT coordination.
• Excellent communication and facilitation skills.
• Experience working with business and technical stakeholders.
• Ability to translate business requirements into actionable technical requirements.
• Experience supporting application modernization or transformation initiatives is beneficial based on the stated modernization scope.

Location & Schedule:

• Remote position with Oklahoma City, OK as the designated location.
• In-person attendance may be required for certain onsite meetings.
• TRS will not reimburse contractor travel expenses.
• Typical work hours are 8:00 AM – 5:00 PM, with flexibility possible upon approval from the TRS Project Manager.
