Vice President, Instruction

Caldwell Community College & Technical Institute

Serves as Chief Academic Officer under the authority and supervision of the President; ensures that instructional programs meet the educational attainment and workforce development needs of the College’s service area and region; exercises responsibility for instructional activities, personnel, and fiscal management; encourages innovation and continuous improvement in all instructional programs and methods of delivery; develops and implements sound academic policies and procedures; ensures that instructional programs maintain compliance with all applicable institutional and professional accreditation standards; provides direction and collaborative support for the instructional deans, support staff, and the Center for Excellence in Teaching and Learning; facilitates collaborations with educational, workforce development, and industry partners to advance the College’s instructional mission. Essential and other responsibilities and duties may include, but are not limited to, the following: Essential Functions Provides strategic leadership for all academic divisions of the College through the development and administration of policies and procedures aimed at providing and supporting quality instruction. Supervises the effective and efficient delivery of the College’s instructional programs. Oversees institutional and programmatic accreditation for the College’s instructional areas to ensure compliance with all pertinent standards and requirements, substantive change policies, faculty credentialing, and continuous improvement processes. Ensures that all instructional programs are administered in accordance with North Carolina Community College System curriculum standards, policies, and procedures. Evaluates how effectively the College’s instructional programs are meeting local educational attainment and workforce development needs; proposes adding and/or closing instructional programs as needed. Participates as a member of the Executive Council to provide advice and implement initiatives. Supports the development, implementation, and evaluation of grants, special projects, and external funding initiatives related to instructional programs and workforce development. Stays abreast of emerging technologies, economic development initiatives and opportunities for new academic programs that support the College's mission and goals; provides leadership in developing, recommending and implementing new academic programs. Participates in the annual budget process to include planning, developing, and monitoring instructional budgets; oversees the preparation of annual adjunct faculty budget projections; responsible for allocation and monitoring of division-wide expenditures; coordinates mid‑year budget revisions and determines priorities to ensure that College learning goals are met. Participates in the development and execution of the institution's strategic plan. Oversees the process for Program Reviews for academic programs to ensure relevance, currency, and quality of programs at the College; regularly evaluates assessments of learning outcomes and performance measures and other student success metrics and develops strategies for improvements as needed. Supervises the development of course offerings. Manages fiscal, operation and human resources, including faculty and staff needs, equipment allocations, facility utilization and operational expenses. Promotes excellence in teaching and learning by supporting and evaluating the work performance and professional development of full‑time and part‑time faculty, academic administrators, direct reports, and support staff. Builds and sustains partnerships with secondary public and private schools to support cooperative dual enrollment programs and high school curriculum initiatives. Serves as a champion for initiatives that support student access and success, including alternative learning formats, and global education initiatives. Collaborates and sustains partnerships with four‑year colleges and universities to promote successful student articulation under the Comprehensive Articulation Agreement; seeks opportunities to develop bilateral articulation agreements for students in applied science degree programs; advocates for the College, its faculty, and its academic programs and develops partnerships with local education agencies, public and private colleges and universities, and business/industry groups. Manages student and faculty complaints and issues in a timely and effective manner and facilitates communication between college faculty and college administration. Marginal Functions Supports economic development of the region through engagement with prospective, new, and existing businesses and industries. Participates in professional development activities and required employee training. Serve on a variety of committees and study groups. Represent the college to the community and outside organizations. Perform other duties as assigned. This position description covers the most essential functions and duties associated with this position. The President or appropriate supervisory personnel may assign additional duties. Knowledge of Organizational and management practices as applied to the planning, analysis and evaluation of College programs, policies, and operational needs. Principles and practices of budget preparation and administration. Principles and techniques of classroom instruction. Principles of supervision, training, and performance evaluation. Advanced principles and procedures of academic and instructional program development and administration. The mission, goals, and objectives of CCC&TI. Advanced principles and practices of instructional development and strategies. Pertinent federal, state and local laws, codes and regulations. Institutional and programmatic accreditation requirements and processes. Ability to Function effectively in a multi‑tasked environment, using strong organizational skills. Interpret and apply college and assigned division goals, objectives, policies, procedures, rules and regulations. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Select, supervise, train, and evaluate personnel. Effectively direct the operations of the academic division in support of the college programs. Contribute to the development of academic mission, goals and objectives which complement those of the college. Prepare clear and concise administrative and financial reports. Interpret and apply Federal, State and local policies, laws, and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Interpret, explain, and enforce academic policies and procedures. Work independently in the absence of supervision. Gain cooperation through discussion and persuasion. Oversee the preparation and administration of an academic program budget. Conduct committee meetings in an effective and efficient manner. Environmental Conditions The Vice President, Instruction should have the ability to effectively handle a work environment and conditions which involve an office workspace and working closely with others. Physical Conditions Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following: standing, walking, or sitting for extended periods, moderate lifting and carrying, general manual dexterity, operating assigned equipment, and extended exposure to computer screens. The Vice President, Instruction must maintain effective audio‑visual discrimination and perception to observe, read and write, operate assigned equipment, communicate with others, and handle varied tasks simultaneously. Additionally, the Vice President, Instruction must maintain mental capacity, make sound decisions, use good judgment, demonstrate intellectual capabilities, and evaluate program and personnel effectiveness. Scheduling Conditions This is a full‑time, 12‑month position, which requires the employee to be on campus or at an approved alternate location for at least thirty‑six hours per week, Monday through Thursday, 8:00 a.m. – 5:00 p.m., and Friday, 8:00 a.m. – 12:00 p.m. This position generally works daytime hours but has the potential for occasional evening or weekend hours. Traveling Conditions Local travel between the Caldwell campus, Watauga campus, or any off‑campus sites may be needed. Out‑of‑state travel is limited but may be required for training and conferences. Experience Five years of increasingly responsible leadership experience with academic and instructional programs in a supervisory capacity. At least three years of experience in teaching at a postsecondary level preferred.
