MOTOR CARRIER SPECIALIST II, EQUIPMENT

Job Description and Duties

Under the direction of the Motor Carrier Specialist (MCS) III, the MCS II coordinates and administers departmental responsibilities governing terminal inspections of trucks, buses, school buses, school pupil activity buses, farm labor vehicle equipment, and the preventive maintenance and inspection practices to be followed by vehicle maintenance facilities. The MCS II develops vehicle inspection procedures for use by MCS Is in the field and inspection procedures for new or specialized equipment, such as vehicles powered by alternative fuels and other newly introduced vehicle components having safety ramifications. Additionally, the MCS II serves as the technical advisor to the School Bus Advisory Committee and represents the Department on the Wheelchair Lift Advisory Committee.

Working Conditions

This position is considered an administrative assignment ; consequently , only current CHP Motor Carrier Specialist IIs will be expected to meet the minimum 24 months duration of the assignment, and the normal maximum duration of 48 months in accordance with General Order (G .O .) 10 . 6, Field and Headquarters Assignments and Transfers Nonuniformed Employees. Extensions of Adm i nistrative Assignments may be granted.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests . The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Fast-paced office environment requiring research into policy, statute, and regulations to conduct the functions of the position in addition to responding to inquiries from the field and industry regarding motor carrier requirements.

Strong computer skills and ability to work effectively with databases and spreadsheets; above average knowledge of departmental policies and procedures; and departmental teaching ability/experience related to commercial enforcement are also desirable. A willingness and ability to learn new duties; good attendance; punctuality; and dependability are required.
